Preparatory Meeting for the 14th Session of the General Assembly of the Asia-Pacific Telecommunity (GA14-Prep)

14 November 2017, Bangkok, Thailand

The Preparatory Meeting for the 14th Session of the General Assembly of the APT (GA14-Prep) was held on 14 November 2017 in Bangkok, Thailand. The meeting was hosted by the Ministry of Digital Economy and Society (MDES), Thailand. The meeting was attended by 67 participants from 23 Members and 4 Affiliate Members.

 

GA14-Prep was chaired by Dr. Syed Ismail Shah, Vice-President of the General Assembly. The meeting discussed the final draft documents including the Draft Strategic Plan of the APT for 2018-2020 to be submitted to the 14th Session of the General Assembly of the APT (GA-14) to be held on 15-17 November 2017 at the same venue. The meeting also considered and discussed the outcomes of Working Group of Management Committee on APT Legal Instruments (WGMC).

14th Session of the General Assembly of the Asia-Pacific Telecommunity (GA-14)

15 - 17 November 2017, Bangkok, Thailand

The 14th Session of the General Assembly of the Asia-Pacific Telecommunity (GA-14) was held from 15 to 17 November 2017 in Bangkok, Thailand. The event was hosted by the Ministry of Digital Economy and Society (MDES), Thailand. Over 100 participants from 29 Members, 1 Associate Member, 6 Affiliate Members, 5 International Organizations and others attended the event. 

 

GA-14 was inaugurated by Ms. Ajarin Pattanapanchai, Permanent Secretary, Ministry of Digital Economy and Society, Thailand

 

GA-14 elected Ms. Ajarin Pattanapanchai (Thailand) as the President of the Asia-Pacific Telecommunity. Dr. Syed Ismail Shah (Pakistan) was re-elected as the Vice-President of the General Assembly for the second term and Mr. Liu Ziping (People's Republic of China) was elected as Vice-President of the General Assembly.

In addition, GA-14 re-elected Ms. Areewan Haorangsi (Thailand) as Secretary General of APT and Mr. Masanori Kondo (Japan) as Deputy Secretary General of APT for the second term (2018-2021).

 

GA-14 also included a special session “Executive Panel on Building Smart Digital Economy through ICT”. This served as an excellent opportunity for the high-level representatives to discuss the implementation of the Brunei Darussalam Statement of the Asia-Pacific ICT Ministers on Building Smart Digital Economy through ICT adopted in 2014 as well as to provide mutually direction or trend of ICT and APT activities. The Executive Panel was moderated by Ms. Ajarin Pattanapanchai, President of the APT. The Panelists comprised:

·         H.E. Mr. Masahiko Tominaga, Vice-Minister for Policy Coordination (International Affairs), Ministry of Internal Affairs and Communications, Japan;

·         H.E. Mr. Houlin Zhao, Secretary-General, International Telecommunication Union (ITU),

·         H.E. Mr. John Henry Naga, Assistant Secretary, Department of Information and Communication Technology, Philippines; and

·         Mr. Dasho Karma Wangchuk Penjor, Secretary, Ministry of Information and Communication, Bhutan.

GA-14 approved the Strategic Plan of the APT for the period 2018-2020. Under this new Strategic Plan, APT will focus its work within the following Strategic Pillars, which reflect the priority areas established in the Brunei Darussalam Statement: 

·         Connectivity: Developing the digital Infrastructure;

·         Innovation: Enabling conducive environments and harnessing the benefits of new technologies;

·         Trust: Promoting security and resilience through ICT;

·         Capacity Building: Promoting inclusiveness and enhancing expertise; and

·         Partnership: Solidifying strategic cooperation with stakeholders.

 

GA-14 also approved the Basis for the Annual Budget of the Telecommunity as well as determined the limits of Annual Expenditure for the Year 2018-2020 and Pledged Contributions for the Year 2018-2020. GA-14 also revised the Rules of Procedure of the General Assembly.

41st Session of the Management Committee of the Asia-Pacific Telecommunity (MC-41)

19 - 22 November 2017, Bangkok, Thailand

The 41st Session of the Management Committee of the Asia-Pacific Telecommunity (MC-41) was held from 19 to 22 November 2017 in Bangkok, Thailand, following the 14th Session of the General Assembly of the APT (GA-14). MC-41 was hosted by the Ministry of Digital Economy and Society (MDES), Thailand. MC-41 was attended by over 100 participants from 27 Members, 2 Associate Members, 8 Affiliate Members, international organizations and others.

MC-41 reviewed the outcomes of GA-14 which included the new Strategic Plan of the APT for 2018-2020. The meeting also reviewed the activities of the APT in 2017 and approved a total of 31 Work Programmes for 2018 which are categorized in line with five Pillars of the Strategic Plan of the APT for 2018-2020.

 

MC-41 approved the revised Working Methods of APT Standardization Program (ASTAP), Working Methods of the APT Preparatory Group for ITU Plenipotentiary Conference (APT-PP) and revised Terms of Reference of the Working Group of the Management Committee on APT Legal Instruments (WGMC).

 

On the budgetary side, MC-41 approved the budget of USD 2,556,742 for the year 2018 which includes USD 1,228,847 for Staff expense, USD 173,955 for Administration, USD 974,400 for Work Programme, USD 56,540 for Reserve for Doubtful/Bad Debts and USD 123,000 for inputs towards special accounts.

 

In addition, MC-41 re-elected Mr. William Lee (Malaysia) and Ms. Mina Seomin Jun (Republic of Korea) as Chairman and Vice-Chairman of WGMC for their 2nd term.

Upcoming Event

18th Meeting of the South Asian Telecommunication Regulators’ Council (SATRC-18)

19 - 21 December 2017, Kathmandu, Nepal

APT will organize the 18th Meeting of the South Asian Telecommunications Regulators’ Council (SATRC-18) from 19 to 21 December 2017 in Kathmandu, Nepal. The meeting will be hosted by Nepal Telecommunications Authority (NTA). 

 

SATRC-18 will include Regulator’s Roundtable, Industry-Regulator dialogue and Industry Session. At the Regulators’ Roundtable, the heads of the regulators will exchange opinion and share experiences on regulatory challenges and discuss the possible way forward. Regulators will also identify the possible areas of cooperation in South Asia through SATRC. The Industry-Regulator Dialog will facilitate the exchange of opinions among Industry and Regulators on the challenging issues of regulations and ways to overcome the challenges collectively and facilitate the business environment. The Industry Session will give opportunity for the industry to raise their views and concerns on the current and future regulatory trends and their expectations from the regulators.
