Recent Events                    

21st Meeting of APT Wireless Group (AWG-21)

3 - 7 April 2017, Bangkok, Thailand

The 21th Meeting of the APT Wireless Group (AWG-21) was held from 3 to 7 April 2017 in Bangkok, Thailand. The meeting was attended by 208 participants from APT Members, Associate Member, Affiliate Members, International/Regional Organizations and other organizations.

 

AWG-21 continued its activities that was decided at AWG-20 held in Bangkok last year. The Working Groups, Sub-Working Groups and Task Groups discussed over 90 input contributions and information documents. AWG-21 approved two new draft APT Recommendations on:

·         Frequency arrangements in the range 694-894 MHz for broadband public protection and disaster relief (PPDR)

·         Licensed Shared access.

 

In addition, AWG-21 approved the following new APT Reports:

·         Survey Study on Frequency Usage of the Bands 108 – 117.975 MHz, 328.6 – 335.4 MHz and 960 – 1 164 MHz for Aeronautical Radionavigation Service in APT Region (APT/AWG/REP-69)

·         Survey Study on the Usage and Future Plans of the Bands 17.7-20.2 GHz and 27.5-30 GHz in the Asia-Pacific Region (APT/AWG/REP-70)

·         Services and Applications of Wireless Power Transmission Technology (APT/AWG/REP-71)

·         Grid Monitoring Network Using TDOA Technology (APT/AWG/REP-72)

·         Harmonization of Frequency Ranges Use by Wireless PPDR Applications in Asia-Pacific Region (APT/AWG/REP-73).

 

AWG-21 also revised the APT Reports APT/AWG/REP-57(Rev.1) and APT/AWG/REP-46(Rev.1). The meeting approved 9 Liaison Statements to ITU-R SGs and one Liaison Statement APG-19 in relation to AWG Studies on WRC-19 Agenda Items.

 

AWG-21 appointed Dr. Khoirul Anwar (Indonesia) as the Chairman of WG Service and Application replacing Dr. Bambang Setia Nugroho (Indonesia).  

 

The next AWG (AWG-22) is planned to be held from 25 to 29 September 2017 in Busan Republic of Korea.

Meeting of the SATRC Working Group on Policy, Regulation and Services

18 - 19 April 2017, Dhaka, Bangladesh

The Meeting of the South Asian Telecommunication Regulators’ Council (SATRC) Working Group on Policy, Regulation and Services (WG PRS) was held from 18 to 19 April 2017 in Dhaka, Bangladesh. The meeting was hosted by Bangladesh Telecommunication Regulatory Commission (BTRC) and attended by 25 experts from SATRC Members and Affiliate Members. Dr. Shahjahan Mahmood, Chairman of BTRC who is also the Chairman of SATRC inaugurated the meeting. Mr. Wangay Dorji, Chairman of the SATRC WG PRS, also delivered the address at the opening session.

 

This meeting was the first meeting of WG PRS after the 17th SATRC Meeting held in October 2016 in Dhaka, Bangladesh, which approved the SATRC Action Plan Phase VI. For the implementation of SATRC Action Plan Phase VI, WG PRS was assigned the following five work items:

·         Policy and regulatory aspects of infrastructure sharing

·         ICT regulatory framework for M2M communications and IoT for the SATRC countries

·         Enhanced consumer protection in digital economy (taking into account the issues of Cybersecurity, Big Data and Data sovereignty)

·         Regulatory approaches to enhance broadband experiences

·         Regulatory framework for Mobile Virtual Network Operators (MVNO).

 

The objective of the meeting was to discuss the assigned work items, finalize the work scopes and develop the detailed workplan to develop outcomes on such work items. The meeting discussed those work items in details and considered the current situation of those issues in SATRC Members. The meeting also defined the work scopes of those work items and developed definitive workplan to develop outcomes. To carry out the detailed work on work items, the meeting appointed rapporteurs and assistant rapporteurs for each work item. It was decided that the rapporteurs would develop questionnaires to carry out the detailed work.  It was further decided that the WG experts would meet once every two months via e-Meetings organized by the APT Secretariat until the next physical meeting of the WG.  

 

The meeting of the SATRC WG on Spectrum will held from 16 to 17 May 2017 in New Delhi, India.

10th Policy and Regulation Forum for Pacific (PRFP-10)

25 - 27 April 2017, Nadi, Fiji

The 10th APT Policy and Regulation Forum for Pacific (PRFP-10) was held from 25 to 27 April 2017 in Nadi, Fiji. The Forum was hosted by Ministry of Communications, Fiji and attended by 72 participants from APT Members, Associate Member, Affiliate Members, International Organizations and other organizations.

 

PRFP-10 was preceded by the Satellite Connectivity Workshop, which was co-organized by APT and Satellite Industry on 24 April 2017 at the same venue.

 

The Forum discussed the unique Policy and Regulatory issues for the Pacific including Policy and Regulation of Over-the-Top (OTT), Spectrum Management in the Pacific, Satellite and Submarine Connectivity, Universal Access for the Pacific Countries, Update on Licensing Mechanism, Issues of Climate Change and Importance of Telecommunication and ICT for Disaster Risk Reduction, etc. The Closed Session on Policy and Regulation provided an opportunity for policy makers and regulators in the Pacific to discuss and share their experiences regarding some of their common interests.

 

The Forum also included a special session on “Girls in ICT Day” on 27 April 2017 to celebrate International Girls in ICT Day which is celebrated every year on 4 April. ITU and APT Members including Australia, Papua New Guinea, Thailand, Samoa, and Vanuatu shared information on how the event was celebrated in their countries.

 

The Forum also suggested topics to be focused in the next PRFP. The date and venue of PRFP-11 will be confirmed during the 41st Session of the Management Committee to be held in November this year in Thailand.

Upcoming Events

Meeting of the SATRC Working Group on Spectrum

16 - 17 May 2017, New Delhi, India

APT will organize the Meeting of the SATRC Working Group on Spectrum (WG SPEC) from 16 to 17 May 2017 in New Delhi, India. The meeting will be hosted by the Telecom Regulatory Authority of India (TRAI).

 

The objective of the meeting is to conduct the Working Group activities on the Work Items assigned by the Council. This meeting will be the first meeting of the Working Group under SATRC Action Plan Phase VI and is expected to discuss the Work Items assigned to the Working Group.

 

The Work Items of WG SPEC during the implementation of SATRC Action Plan Phase VI are as follows:

1.     Proliferation of Wi-Fi network in SATRC

2.     Wireless backhaul – Spectrum, technology and policy consideration

3.     Developing spectrum roadmap in SATRC countries for future mobile broadband

4.     Spectrum management for the deployment of Internet of Things (IoT)

3rd Meeting of the APT Preparatory Group for WTDC-17
(APT WTDC17-3)

5 - 7 June 2017, Bangkok, Thailand

APT will organize the 3rd Meeting of the APT Preparatory Group for WTDC-17 (APT WTDC17-3) from 5 to 7 June 2017 in Bangkok, Thailand. The event will be hosted by the Ministry of Digital Economy and Society (MDES), Thailand.

 

APT WTDC17-3 will continue the discussion on the issues of interest to the region for World Telecommunication Development Conference 2017 (WTDC-17) and develop candidates for Preliminary APT Common Proposals for WTDC-17. APT WTDC17-3 is expected to conduct the following activities:


• To consider the input contributions from APT Member Administrations;
• To review outcomes of Regional Development Forum (RDF) – Asia and the Pacific;
• To review outcomes of Regional Preparatory Meeting (RPM) – Asia and the Pacific;
• To review outcomes of 22nd Telecommunication Development Advisory Group (TDAG) Meeting;
• To review outcomes of 2017 Session of the Council;
• To review outcomes of the views of other regional organizations;
• To develop candidates for Preliminary APT Common Proposals for WTDC17.

1st Meeting of the APT Preparatory Group for PP-18
(APT PP18-1)

8 June 2017, Bangkok, Thailand

APT will organize the 1st Meeting of the APT Preparatory Group for PP-18 (APT PP18-1) on 8 June 2017, back-to-back with the APT Preparatory Group for WTDC-17 (APT WTDC17-3) held from 5 to 7 June 2017 at the same venue. The event will be hosted by the Ministry of Digital Economy and Society (MDES), Thailand.

 

The objective of the APT PP18-1 is to initiate the preparatory process of the APT for the ITU Plenipotentiary Conference 2018 (PP-18). APT PP18-1 is expected to conduct the following activities:

 

·         To elect Chairman and Vice-Chairmen of the preparatory group;

·         To form the structure of the preparatory group;

·         To nominate other office bearers of the preparatory group based on the structure;

·         To develop working methods and work plan for the preparation of PP-18; and

·         To have discussion on the status of any important follow-up issues from the last Plenipotentiary Conference.

8th APT Workshop on Disaster Management/Communications

20 - 22 June 2017, Kathmandu, Nepal

APT will organize the 8th APT Workshop on Disaster Management/Communications (WDMC-8) from 20 to 22 June 2017 in Kathmandu, Nepal. The workshop will be jointly hosted by the Ministry of Information and Communications (MoIC), the Government of Nepal, and Nepal Telecommunications Authority (NTA), and supported by the Extra Budgetary Contributions from Japan.

 

The overall objective of the workshop is to contribute and facilitate an information exchange on ICT usage for disaster management with special focus on response and recovery phases after major natural disasters, and more specifically to introduce issues related to the network resilience against disaster, to provide an update on new and emerging trends in disaster management technology and services, and to promote an international collaboration in disaster management, etc.

2nd Meeting of the APT Conference Preparatory Group for WRC-19 (APG19-2)

17 - 21 July 2017, Bali, Indonesia

APT will organize the 2nd Meeting of the APT Conference Preparatory Group for World Radiocommunication Conference 2019 (APG19-2) from 17 to 21 July 2017 in Bali, Republic of Indonesia. The meeting will be hosted by the Ministry of Communication and Information Technology (MCIT), Republic of Indonesia.

 

The objectives of the APG19-2 as agreed by APG19-1 held last year in Chengdu, People’s Republic of China are as follows:

to review the Working Methods of APG; 

·         to review issues associated with each WRC-19 Agenda item; 

·         to finalise appointment of drafting group chairs for individual WRC-19 Agenda items including associated issues under Agenda item 9.1;

·         to consider the results of studies of ITU-R Study Groups and any information provided by AWG in relation to WRC-19 Agenda items, and take necessary actions as appropriate; 

·         to develop, to the extent practicable, preliminary views for each WRC-19 Agenda item based on contributions from APT Members; and 

·         to review and revise, as appropriate, the APG work plan including the tentative schedule of meetings.

 

APG19-2 is expected to achieve the following outcomes:

·         Finalisation of the proposed modifications to Working Methods of APG;

·         Preliminary views of each WRC-15 Agenda Item to the extent practicable;

·         Objectives and expected outcomes of APG19-3; and

·         Revisions to the APG work plan for the preparation of WRC-19, if any.
