Recent Event                      

Meeting of the SATRC Working Group on Spectrum

16 - 17 May 2017, New Delhi, India

The Meeting of the SATRC Working Group on Spectrum (WG SPEC) was held from 16 to 17 May 2017 in Delhi, India. The meeting was hosted by Telecom Regulatory Authority of India (TRAI). 

 

A total of 28 experts from SATRC Members and Affiliate Members attended the meeting. Mr. Sudhir Gupta, Secretary of TRAI delivered the inaugural address and Mr. Asit Kadyan, Chairman of WG SPEC delivered an address at the opening ceremony.

 

The meeting was the first meeting of WG SPEC after the 17th SATRC Meeting held last year in Dhaka, Bangladesh approved the SATRC Action Plan Phase VI. For the implementation of SATRC Action Plan Phase VI, WG SPEC was assigned the following four work items:

 

·         Developing spectrum roadmap in SATRC countries for future mobile broadband

·         Spectrum management for the deployment of Internet of Thing (IoT)

·         Proliferation of Wi-Fi Networks in SATRC

·         Wireless backhaul – Spectrum, technology and policy consideration

 

The objective of the meeting was to discuss the assigned work items, finalize the work scopes and develop the detailed work plan to develop outcomes on those work items.

 

The meeting discussed those work items in details and considered the current situation of those issues in SATRC Members. The meeting further defined the work scopes on those work items and developed definitive work plan to develop outcomes. To carry out the detailed work, the meeting appointed rapporteurs and assistant rapporteurs for each work item. It was decided that the rapporteurs would develop questionnaires to carry out the detailed work and that the WG experts would meet frequently via e-Meetings organized by the APT Secretariat until the next physical meeting of WG SPEC in 2018.

 

The meeting also included a detailed presentation and demonstration on APT Frequency Information System (AFIS).  

 

The next activity under SATRC Action Plan Phase VI will be the SATRC Workshop on Spectrum to be held from 16 to 18 August 2017 in Islamabad, Pakistan.

Secretariat Activities

APT Secretary General at the Ministerial Forum on ICM 2017 and CommunicAsia2017

On 22 May 2017, Ms. Areewan Haorangsi, Secretary General of APT, attended the Ministerial Forum on Infocomm Media (ICM) 2017 which was held in Singapore under the theme “Advancing the Digital Economy”. Ms. Haorangsi also joined the Opening Ceremony of Infocomm Media Business Exchange (imbX) 2017 and visited the CommunicAsia2017 exhibition on 23 May 2017.

Bilateral Meetings with Excellencies

During her official mission in Singapore from 21-24 May 2017, Ms. Areewan Haorangsi, Secretary General of APT, also had bilateral meetings with the Minister of Communications, Brunei Darussalam; Vice Minister, Ministry of Posts and Telecommunications, Lao PDR; and Deputy Minister, Ministry of Transport and Communications, Myanmar.

Ms. Haorangsi expressed her sincere appreciation to Excellencies for the continued support towards APT activities and updated the activities and efforts of the APT in capacity building and other areas of ICT development. She also discussed other issues of interest and further requirements from the member countries as well as sought Excellencies’ advice on the planning to celebrate the 40th Anniversary of APT in 2019.

3rd Meeting of the APT Preparatory Group for WTDC-17
(APT WTDC17-3)

5 - 7 June 2017, Bangkok, Thailand

APT will organize the 3rd Meeting of the APT Preparatory Group for WTDC-17 (APT WTDC17-3) from 5 to 7 June 2017 in Bangkok, Thailand. The event will be hosted by the Ministry of Digital Economy and Society (MDES), Thailand.

 

APT WTDC17-3 will continue the discussion on the issues of interest to the region for World Telecommunication Development Conference 2017 (WTDC-17) and develop candidates for Preliminary APT Common Proposals for WTDC-17. APT WTDC17-3 is expected to conduct the following activities:

·         To consider the input contributions from APT Member Administrations;

·         To review outcomes of Regional Development Forum (RDF) – Asia and the Pacific;

·         To review outcomes of Regional Preparatory Meeting (RPM) – Asia and the Pacific;

·         To review outcomes of 22nd Telecommunication Development Advisory Group (TDAG) Meeting;
• To review outcomes of 2017 Session of the Council;
• To review outcomes of the views of other regional organizations;
• To develop candidates for Preliminary APT Common Proposals for WTDC17.

1st Meeting of the APT Preparatory Group for PP-18
(APT PP18-1)

8 June 2017, Bangkok, Thailand

APT will organize the 1st Meeting of the APT Preparatory Group for PP-18 (APT PP18-1) on 8 June 2017, back-to-back with the APT Preparatory Group for WTDC-17 (APT WTDC17-3) held from 5 to 7 June 2017 at the same venue. The event will be hosted by the Ministry of Digital Economy and Society (MDES), Thailand.

 

The objective of the APT PP18-1 is to initiate the preparatory process of the APT for the ITU Plenipotentiary Conference 2018 (PP-18). APT PP18-1 is expected to conduct the following activities:

 

·         To elect Chairman and Vice-Chairmen of the preparatory group;

·         To form the structure of the preparatory group;

·         To nominate other office bearers of the preparatory group based on the structure;

·         To develop working methods and work plan for the preparation of PP-18; and

·         To have discussion on the status of any important follow-up issues from the last Plenipotentiary Conference.

8th APT Workshop on Disaster Management/Communications

20 - 22 June 2017, Kathmandu, Nepal

APT will organize the 8th APT Workshop on Disaster Management/Communications (WDMC-8) from 20 to 22 June 2017 in Kathmandu, Nepal. The workshop will be jointly hosted by the Ministry of Information and Communications (MoIC), the Government of Nepal, and Nepal Telecommunications Authority (NTA), and supported by the Extra Budgetary Contributions from Japan.

 

The overall objective of the workshop is to contribute and facilitate an information exchange on ICT usage for disaster management with special focus on response and recovery phases after major natural disasters, and more specifically to introduce issues related to the network resilience against disaster, to provide an update on new and emerging trends in disaster management technology and services, and to promote an international collaboration in disaster management, etc.

2nd Meeting of the APT Conference Preparatory Group for WRC-19 (APG19-2)

17 - 21 July 2017, Bali, Indonesia

APT will organize the 2nd Meeting of the APT Conference Preparatory Group for World Radiocommunication Conference 2019 (APG19-2) from 17 to 21 July 2017 in Bali, Republic of Indonesia. The meeting will be hosted by the Ministry of Communication and Information Technology (MCIT), Republic of Indonesia.

 

The objectives of the APG19-2 as agreed by APG19-1 held last year in Chengdu, People’s Republic of China are as follows:

·         To review the Working Methods of APG; 

·         To review issues associated with each WRC-19 Agenda item; 

·         To finalise appointment of drafting group chairs for individual WRC-19 Agenda items including associated issues under Agenda item 9.1;

·         To consider the results of studies of ITU-R Study Groups and any information provided by AWG in relation to WRC-19 Agenda items, and take necessary actions as appropriate; 

·         To develop, to the extent practicable, preliminary views for each WRC-19 Agenda item based on contributions from APT Members; and 

·         To review and revise, as appropriate, the APG work plan including the tentative schedule of meetings.

 

APG19-2 is expected to achieve the following outcomes:

·         Finalisation of the proposed modifications to Working Methods of APG;

·         Preliminary views of each WRC-15 Agenda Item to the extent practicable;

·         Objectives and expected outcomes of APG19-3; and

·         Revisions to the APG work plan for the preparation of WRC-19, if any.

17th APT Policy and Regulatory Forum (PRF-17)

24 - 26 July 2017, Colombo, Sri Lanka

APT will organize the 17th APT Policy and Regulatory Forum (PRF-17) from 24 to 26 July 2017 in Colombo, Sri Lanka. The forum will be hosted by the Telecommunications Regulatory Commission of Sri Lanka (TRCSL).

 

The overall objective of PRF-17 is to bring the telecommunications and ICT policy makers and regulators from the region together to a common platform for a dialogue on issues faced by as a result of the changes taking place in the telecom and ICT sectors, and to provide an opportunity to share and address key issues of concern to the APT Members as well as facilitating intra-regional collaboration on policy and regulatory issues as required.

2nd Meeting of the Correspondence Group on the Strategic Plan of the Asia-Pacific Telecommunity for 2018-2020 (CGSP-2)

27 July 2017, Colombo, Sri Lanka

APT will organize the 2nd Meeting of the Correspondence Group on the Strategic Plan of the Asia-Pacific Telecommunity for 2018-2020 (CGSP-2) on 27 July 2017 in Colombo, Sri Lanka. The meeting will be preceded by the 17th APT Policy and Regulatory Forum (PRF-17) to be held from 24 to 26 July 2017 at the same venue. The events will be hosted by the Telecommunication Regulatory Commission of Sri Lanka (TRCSL).

 

The objective of CGSP-2 is to discuss the feedback from APT Members on the 1st draft of the Strategic Plan of the Asia-Pacific Telecommunity for 2018-2020 (SP2018-2020) which has been circulated to all APT Members and to consider any further inputs from the Members.

4th Meeting of the APT Preparatory Group for WTDC-17 (APT WTDC17-4)
7 - 10 August 2017, Malaysia

 

APT will organize the 4th Meeting of the APT Preparatory Group for WTDC-17 (APT WTDC17-4) from 7 to 10 August 2017 in Malaysia. The event will be hosted by the Ministry of Communications and Multimedia Malaysia (KKMM) and Malaysian Communications and Multimedia Commission (MCMC), Malaysia.


APT WTDC17-4 will continue the discussion on the issues of interest to the region for the World Telecommunication Development Conference 2017 (WTDC-17) and develop Preliminary APT Common Proposals for WTDC-17. APT WTDC17-4 is expected to conduct the following activities:

 

·         To consider the input contributions from APT Member Administrations;

·         To review outcomes of the WSIS Forum;

·         To review outcomes of the views of other regional organizations;

·         To develop Preliminary APT Common Proposals (PACPs) for WTDC17;

·         To develop arrangements for APT Coordination Meetings during WTDC-17.

29th APT Standardization Program Forum (ASTAP-29)

22 - 25 August 2017, Bangkok, Thailand

 

APT will organize the 29th APT Standardization Program Forum (ASTAP-29) from 22 to 25 August 2017 in Bangkok, Thailand.

 

The objective of ASTAP-29 is to promote, coordinate and harmonize telecommunication standardization activities across the Asia-Pacific region through regional cooperation. The experts will meet to enhance the level of expertise on standardization among the membership and expands the activities through practical contributions and solutions on the ICT issues in this region. 

 

ASTAP-29 will also include the Standardization Workshop which will be held in the morning of first day (22 August 2017) of the Forum. The objectives of the Standardization Workshop are:

·         To share what are the activities of each SDO (including standardization topics); 

·         To identify challenges of developing countries in ICT standardization;

·         To identify best practice to address the challenges; 

·         To discuss possible ways for APT and/or SDOs to assist Members that are developing countries; 

·         To propose a way to establish a coordination mechanism for standardization activities in developing countries.

 

ASTAP-29 is expected to develop tangible outcomes which may include the followings:

·         Draft APT Recommendations;

·         APT Reports;

·         APT Guidelines;

·         Liaison Statements to other APT Work Programmes, ITU-T and ITU-D Study Groups and external organizations;

·         Survey Questionnaires on the work items;

·         Revised ToR of the Working Groups/ Expert Groups;

·         Revised Work Plan of Working Groups;

·         New Work Plan for study.
