3rd Meeting of the APT Preparatory Group for WTDC-17
(APT WTDC17-3)

5 - 7 June 2017, Bangkok, Thailand

The 3rd Meeting of the APT Preparatory Group for WTDC-17 (APT WTDC17-3) was held from 5 to 7 June 2017 in Bangkok, Thailand.

The meeting preceded the First Meeting of the APT Preparatory Group for PP18 (APT PP18-1) held on 8 June 2017 at the same venue. Both meetings were hosted by the Ministry of Digital Economy and Society, Thailand. H.E. Dr. Phichet Durongkaveroj, Minister for Digital Economy and Society inaugurated the meetings.

 

APT WTDC17-3 was attended by 88 participants from APT Members, Affiliate Members, International/Regional Organizations and other organizations. The meeting was successful in fulfilling its objectives to discuss issues for the World Telecommunication Development Conference 2017 (WTDC-17) and identify potential candidates for Preliminary APT Common Proposals, and to review the Work Plan for the Preparatory Group.

 

The meeting considered proposals on Draft ITU-D Contributions to ITU Strategic Plan for 2020-2023, Draft ITU-D Action Plan for 2018-2021, Draft WTDC-17 Declaration, Draft Regional Initiatives for the Asia and the Pacific Region, and various proposals on WTDC Resolutions. Twelve proposals relevant to Resolutions and Study Questions are noted as candidates for Preliminary APT Common Proposals.

 

The 4th meeting of the APT Preparatory Group for WTDC-17 (APT WTDC17-4) will be the last preparatory meeting and is scheduled on 7 to 10 August 2017 in Kuala Lumpur, Malaysia. APT WTDC17-4 will develop Preliminary APT Common Proposals (PACP) and finalize arrangements for APT Coordination Meetings during WTDC-17.

1st Meeting of the APT Preparatory Group for PP-18
(APT PP18-1)

8 June 2017, Bangkok, Thailand

The First Meeting of the APT Preparatory Group for PP18 (APT PP18-1) was held on 8 June 2017 in Bangkok, Thailand. The meeting was preceded by the 3rd Meeting of the APT Preparatory Group for WTDC-17 (APT WTDC17-3) and hosted by the Ministry of Digital Economy and Society (MDES), Thailand.

 

The meeting was attended by 72 participants from Members, Associate Members, Affiliate Members, International Organizations and other organizations. The objectives of the meeting were to elect Chairman and Vice-Chairmen, establish the structure, adopt the working methods and develop a tentative workplan for the preparation for ITU Plenipotentiary Conference 2018 (PP-18).

 

APT PP18-1 elected Ms. Nur Sulyna Abdullah (Malaysia) as the Chairman of the APT Preparatory Group for PP-18 (APT PP-18). The meeting also elected Mr. Guolei Cai (People’s Republic of China), Mr. Alireza Darvishi (Islamic Republic of Iran) and Mr. Hisazumi Shirae (Japan) as the Vice-Chairmen of APT PP-18.

 

Three Working Groups for APT PP-18 were established, i.e. WG1 (Policy and Legal), WG2 (Administration and Management), and WG3 (Issues Related to Public Policy and Other General Matters). The meeting elected Chairmen and Vice-Chairmen of the Working Groups and adopted the Working Methods of APT PP-18 to be submitted for approval of the 41st Session of the Management Committee of APT. The meeting also noted the preparation of ITU for PP-18 and the important deadlines for submission of contributions to PP-18, and approved a tentative workplan for APT PP-18.

 

In addition, the meeting appointed Mr. Kavouss Arasteh (Islamic Republic of Iran) as Advisor to Chairman of APT PP-18, considering his expertise and long experiences in the matters related to the Plenipotentiary Conferences.

8th APT Workshop on Disaster Management/Communications

20 - 22 June 2017, Kathmandu, Nepal

The 8th APT Workshop for Disaster Management/Communication (WDMC-8) was organized by APT in cooperation with the Ministry of Information and Communications (MoIC), the Government of Nepal and Nepal Telecommunications Authority (NTA), from 20 to 22 June 2017 in Kathmandu, Nepal. The Workshop was inaugurated by Mr. Mahendra Man Gurung, Secretary of the Ministry of Information and Communications (MoIC), Nepal.

 

WDMC-8 was attended by 81 participants from Members, Associate Member, Affiliate Members, International Organizations and other organizations. The meeting fulfilled its overall aim to contribute and facilitate an information exchange on ICT usage for disaster management with special focus on response and recovery phases after major natural disasters.

 

This year, the workshop had a special roundtable on "Business Continuity Planning and Disaster Management/Communications", which provided insights into governments, regulators, and mobile operators’ perspective on business continuity planning. Government official from Pakistan, Regulator from Nepal, and two mobile operators from Nepal joined in this session. The discussion highlighted the importance of National Emergency Telecommunication Plan.

 

During the workshop, the topics discussed included Legislative Policy and Regulatory Issues for the Use of ICT in Disaster Management, Network Resiliency against Disaster, Lesson Learned in Disaster Management, and Trends in Disaster Management Technology and Services.

 

The workshop also introduced a one-day simulation exercise for disaster management on "Heavy Flood Disaster", facilitated by World Food Programme (WFP). The exercise broadened knowledge on importance of emergency response and inter-agency response mechanisms and helped to develop knowledge and skills to plan, implement, and manage ICT solutions to support emergency preparedness and response.

 

The workshop concluded successfully with active participation and contribution from all participants.

Upcoming Events

2nd Meeting of the APT Conference Preparatory Group for WRC-19 (APG19-2)

17 - 21 July 2017, Bali, Indonesia

APT will organize the 2nd Meeting of the APT Conference Preparatory Group for World Radiocommunication Conference 2019 (APG19-2) from 17 to 21 July 2017 in Bali, Republic of Indonesia. The meeting will be hosted by the Ministry of Communication and Information Technology (MCIT), Republic of Indonesia.

 

The objectives of the APG19-2 as agreed by APG19-1 held last year in Chengdu, People’s Republic of China are as follows:

·         To review the Working Methods of APG; 

·         To review issues associated with each WRC-19 Agenda item; 

·         To finalise appointment of drafting group chairs for individual WRC-19 Agenda items including associated issues under Agenda item 9.1;

·         To consider the results of studies of ITU-R Study Groups and any information provided by AWG in relation to WRC-19 Agenda items, and take necessary actions as appropriate; 

·         To develop, to the extent practicable, preliminary views for each WRC-19 Agenda item based on contributions from APT Members; and 

·         To review and revise, as appropriate, the APG work plan including the tentative schedule of meetings.

 

APG19-2 is expected to achieve the following outcomes:

·         Finalisation of the proposed modifications to Working Methods of APG;

·         Preliminary views of each WRC-15 Agenda Item to the extent practicable;

·         Objectives and expected outcomes of APG19-3; and

·         Revisions to the APG work plan for the preparation of WRC-19, if any.

17th APT Policy and Regulatory Forum (PRF-17)

24 - 26 July 2017, Colombo, Sri Lanka

APT will organize the 17th APT Policy and Regulatory Forum (PRF-17) from 24 to 26 July 2017 in Colombo, Sri Lanka. The forum will be hosted by the Telecommunications Regulatory Commission of Sri Lanka (TRCSL).

 

The overall objective of PRF-17 is to bring the telecommunications and ICT policy makers and regulators from the region together to a common platform for a dialogue on issues faced by as a result of the changes taking place in the telecom and ICT sectors, and to provide an opportunity to share and address key issues of concern to the APT Members as well as facilitating intra-regional collaboration on policy and regulatory issues as required.

2nd Meeting of the Correspondence Group on the Strategic Plan of the Asia-Pacific Telecommunity for 2018-2020 (CGSP-2)

27 July 2017, Colombo, Sri Lanka

APT will organize the 2nd Meeting of the Correspondence Group on the Strategic Plan of the Asia-Pacific Telecommunity for 2018-2020 (CGSP-2) on 27 July 2017 in Colombo, Sri Lanka. The meeting will be preceded by the 17th APT Policy and Regulatory Forum (PRF-17) to be held from 24 to 26 July 2017 at the same venue. The events will be hosted by the Telecommunication Regulatory Commission of Sri Lanka (TRCSL).

 

The objective of CGSP-2 is to discuss the feedback from APT Members on the 1st draft of the Strategic Plan of the Asia-Pacific Telecommunity for 2018-2020 (SP2018-2020) which has been circulated to all APT Members and to consider any further inputs from the Members.

4th Meeting of the APT Preparatory Group for WTDC-17
(APT WTDC17-4)
7 - 10 August 2017, Malaysia

 

APT will organize the 4th Meeting of the APT Preparatory Group for WTDC-17 (APT WTDC17-4) from 7 to 10 August 2017 in Malaysia. The event will be hosted by the Ministry of Communications and Multimedia Malaysia (KKMM) and Malaysian Communications and Multimedia Commission (MCMC), Malaysia.


APT WTDC17-4 will continue the discussion on the issues of interest to the region for the World Telecommunication Development Conference 2017 (WTDC-17) and develop Preliminary APT Common Proposals for WTDC-17. APT WTDC17-4 is expected to conduct the following activities:

 

·         To consider the input contributions from APT Member Administrations;

·         To review outcomes of the WSIS Forum;

·         To review outcomes of the views of other regional organizations;

·         To develop Preliminary APT Common Proposals (PACPs) for WTDC17;

·         To develop arrangements for APT Coordination Meetings during WTDC-17.

SATRC Workshop on Spectrum

16 - 18 August 2017, Islamabad, Pakistan

 

APT will organize the South Asian Telecommunication Regulators’ Council (SATRC) Workshop on Spectrum from 16 to 18 August 2017 in Islamabad, Pakistan. The workshop will be hosted by the Pakistan Telecommunication Authority (PTA).

 

The SATRC Workshop on Spectrum is a part of the implementation of SATRC Action Plan Phase VI which was adopted at the 17th SATRC meeting held in 2016 in Dhaka, Bangladesh. The workshop will discuss a number of issues in the areas of developing spectrum roadmap for mobile broadband, spectrum management for the deployment of IoT, proliferation of Wi-Fi networks, wireless backhaul and other related topics. For detail of the Workshop please refer to the 'Concept Note'. The workshop will assist the SATRC members in their human resource development and provide an excellent opportunity to exchange views and experiences among the SATRC members’ regulators and operators on the aforementioned issues.

29th APT Standardization Program Forum (ASTAP-29)

22 - 25 August 2017, Bangkok, Thailand

 

APT will organize the 29th APT Standardization Program Forum (ASTAP-29) from 22 to 25 August 2017 in Bangkok, Thailand.

 

The objective of ASTAP-29 is to promote, coordinate and harmonize telecommunication standardization activities across the Asia-Pacific region through regional cooperation. The experts will meet to enhance the level of expertise on standardization among the membership and expands the activities through practical contributions and solutions on the ICT issues in this region. 

 

ASTAP-29 will also include the Standardization Workshop which will be held in the morning of first day (22 August 2017) of the Forum. The objectives of the Standardization Workshop are:

·         To share what are the activities of each SDO (including standardization topics); 

·         To identify challenges of developing countries in ICT standardization;

·         To identify best practice to address the challenges; 

·         To discuss possible ways for APT and/or SDOs to assist Members that are developing countries; 

·         To propose a way to establish a coordination mechanism for standardization activities in developing countries.

 

ASTAP-29 is expected to develop tangible outcomes which may include the followings:

·         Draft APT Recommendations;

·         APT Reports;

·         APT Guidelines;

·         Liaison Statements to other APT Work Programmes, ITU-T and ITU-D Study Groups and external organizations;

·         Survey Questionnaires on the work items;

·         Revised ToR of the Working Groups/ Expert Groups;

·         Revised Work Plan of Working Groups;

·         New Work Plan for study.

14th APT Telecommunication/ ICT Development Forum (ADF-14)

5 - 8 September 2017, Manila, Philippines

 

APT in collaboration with Asian Development Bank (ADB) and the United Nations Educational, Scientific and Cultural Organization (UNESCO) will organize the 14th APT Telecommunications/ICT Development Forum (ADF-14) from 5 to 6 September 2017, and 2017 Digital Strategies for Development Forum (2017 DSDF) from 7 to 8 September 2017 at ADB Headquarters in Manila, the Philippines. The events will be hosted by the Department of Information and Communications Technology (DICT), Philippines. The objectives of ADF-14 are:

·         To bring the focus of policy makers, regulators and industry representatives of ICT sector in the region towards the development process of the Strategic Plan of the APT for 2018-2020, and to contribute ideas for further elaboration of the plan;

·         To report outcomes and achievements of APT projects;

·         To discuss on the issues relevant for deploying cost efficient broadband networks; and

·         To discuss on the issues for extending connectivity to unserved/underserved population

 

The objectives of 2017 DSDF are:

·         To highlight the next wave of technologies and their influence on private and public spaces and discuss yet unexplored area for development;

·         To examine trends and implications of ICT in the education sector for digital economy;

·         To examine how cities around the world evolve to “smart cities” that use the insurmountable data available to influence decisions and drive changes towards better urban development; and

·         To discuss the importance of collaboration with relevant organizations.
