14th APT Telecommunication/ ICT Development Forum (ADF-14)

5 - 8 September 2017, Manila, Philippines

 

The 14th APT Telecommunication/ICT Development Forum (ADF-14) was held from 5 to 6 September 2017 in conjunction with the Digital Strategies for Development Forum 2017 which was co-organized by APT, Asian Development Bank (ADB) and the United Nations Educational, Scientific and Cultural Organization (UNESCO) from 7 to 8 September 2017 at the Headquarters of ADB in Manila, Philippines. The events were hosted by Department of Information and Communication Technology (DICT), Philippines. ADF-14 was attended by 98 participants from APT Members, Associate Member, Affiliate Members, international/regional organizations and other organizations.

 

The forum was inaugurated by His Excellency Rodolfo A. Salalima, Secretary of Department of Information and Communication Technology (DICT), Philippines.

 

The forum provided opportunities for APT Projects supported by Extra Budgetary Contribution from Japan (EBC-J) namely International Collaborative Research (Category-I Project) and ICT Pilot Projects for Rural Areas (Category-II Project), and project supported by Extra Budgetary Contribution from Republic of Korea (EBC-K) to share their outcomes and achievements. The forum agreed to find ways and means to make the established projects sustainable after finishing the pilot project period. The forum also discussed the issues for deploying cost efficient broadband network as well as issues for extending connectivity to unserved/underserved population.

 

The forum elected Mr. Rajnish K. Misra (India) as new Chairman of ADF, and Mr. Jun Mizutani (Japan) and Ms. Tepua Hunter (Cook Islands) as new Vice-Chairmen of ADF for the next 2-year term.

 

The forum ended successfully with active participation and contributions. The date and time of ADF-15 will be decided during the 41st Session of the Management Committee of the APT to be held in November.

5th APT/ITU Conformance and Interoperability Event 2017

24 - 28 September 2017, Busan, Republic of Korea

 

APT and the International Telecommunication Union (ITU) jointly organized the 5th APT/ITU Conformance and Interoperability (C&I) Event 2017 from 24 to 28 September 2017 in Busan, Republic of Korea. This C&I Event was held during ITU Telecom World 2017 from 25 to 28 September 2017 in Busan.

 

The objective of the C&I Event was to foster understanding and promote activities on C&I in the APT region. The event contributed to capability building and finding a solution for interoperability issues of APT members.

 

The C&I Event included the followings:

      Testing on IPTV interoperability by Oki Electric Industry Co., Ltd., Japan;

      Showcasing on Bridging Standard Gap to build a Smart City and support its communities by Oki Electric Industry Co., Ltd., Japan;

      Showcasing on Bridging Standard Gap to build a Smart City and support its communities by Telecommunication Technology Committee (TTC), Japan;

      Showcasing on Network Incident analysis Center for Tactical Emergency Response (NICTER) by National Institute of Information and Communication Technology (NICT), Japan.

22nd Meeting of APT Wireless Group (AWG-22)

25 - 29 September 2017, Busan, Republic of Korea

 

The 22nd Meeting of the APT Wireless Group (AWG-22) was held from 25 to 29 September 2017 in Busan, Republic of Korea. The meeting was hosted by the Ministry of Science and ICT (MSIT), Republic of Korea. AWG-22 was held in parallel with ITU Telecom World 2017 from 25 to 28 September 2017 in Busan.

 

The inaugural address was delivered by Mr. Kyoung-woo Kim, Director of Spectrum Policy Division, Ministry of Science and ICT (MSIT), Republic of Korea.

 

AWG-22 was attended by 188 participants from 20 APT Members, 1 Associate Member, 23 Affiliate Members, ITU and others. The meeting considered the ongoing activities of AWG based on the work plan. About 120 input contributions were received from APT members on various work items of AWG.

 

After intensive discussion of the Task Groups, Sub-Working Groups and Working Groups, the meeting developed a good number of tangible outcomes. The meeting agreed a new Draft APT Recommendation on Frequency Ranges for Non-Beam WPT for Mobile Devices which will be circulated among APT Members for endorsement and subsequently to the Management Committee of the APT for final approval. The meeting also approved 7 new APT Reports, revised two existing APT Reports, 3 new Questionnaires and 6 Liaison Statements to APG-19 and ITU-R Study Groups. The new APT Reports will be published on APT website for APT members.

 

In addition, the meeting decided to revise the name and terms of reference of the Task Group on Short Range Device (TG SRD). The new name “Task Group on Internet of Thing (TG IoT)” was approved and the terms of reference of the TG was expanded to cover the various aspects of IoT.   

 

During AWG-22, a half-day workshop was held on "Wireless Technologies for Future Digital Transformation". The workshop covered two important wireless technologies: Cooperative Intelligent Transportation System and Spectrum Management for the Deployment of IoT. The workshop provided an opportunity for the participants to learn the latest update, R&D activities and initiatives on ITS and IoT. There was also an in-session workshop of the Task Group on Railway Radiocommunication on Railway Radiocommunication between Train and Trackside (RSTT).  The recent development initiatives in the area of RSTT were shared during the workshop.

 

The 23rd Meeting of AWG (AWG-22) will be held in the Socialist Republic of Vietnam from 9 to 13 April 2018.

On 19 September 2017, Ms. Areewan Haorangsi, APT Secretary General, welcomed Mr. Malcolm Johnson, Deputy Secretary-General, International Telecommunication Union (ITU) and Mr. Ioane Koroivuki, Regional Director, ITU Regional Office for Asia and the Pacific, at APT headquarters.

 

Upcoming Events

8th APT Cybersecurity Forum (CSF-8)

24 - 26 October 2017, Dhaka, Bangladesh

 

APT will organize the 8th APT Cybersecurity Forum (CSF-8) from 24 to 26 October 2017 in Dhaka, Bangladesh. The forum will be hosted by the Bangladesh Telecommunication Regulatory Commission (BTRC) and supported by the Extra Budgetary Contributions from Australia and Japan.

 

CSF-8 will focus on the topic “Cybersecurity on Data Driven Society”, to address the security aspects of data utilization in the digital society including personal data protection and privacy issue. It is also expected to discuss current trends and threats as seen by government, industry, and society in facilitating an enabling environment/framework where there is a reasonable balance between utilization and protection of data.

Preparatory Meeting for the 14th Session of the General Assembly of the Asia-Pacific Telecommunity (GA14-Prep)

14 November 2017, Bangkok, Thailand

APT will organize the Preparatory Meeting for the 14th Session of the General Assembly of the APT (GA14-Prep) on 14 November 2017.The meeting will be hosted by the Ministry of Digital Economy and Society (MDES), Thailand.

 

GA14-Prep aims to discuss and prepare final draft documents to be submitted to the 14th Session of the General Assembly of the APT (GA-14) in order to provide a smooth running of GA-14.

14th Session of the General Assembly of the Asia-Pacific Telecommunity (GA-14)

15 - 17 November 2017, Bangkok, Thailand

APT will organize the 14th Session of the General Assembly of the APT (GA-14) from 15 to 17 November 2017 in Bangkok, Thailand. Prior to GA-14, the Preparatory Meeting for the 14th Session of the General Assembly of the APT (GA14-Prep) will be held on 14 November 2017 at the same venue. The events will be hosted by the Ministry of Digital Economy and Society (MDES), Thailand.

 

GA-14 will elect the President and two Vice-Presidents of the APT; consider the reports of the MC on the activities of the APT during 2015-2017 and give the direction to it; discuss the Strategic Plan of the APT for the period 2018-2020, the basis for the Annual Budget and Pledging of contributions, etc.; and elect the Secretary General and Deputy Secretary General of the APT for the term 2018-2021.

 

In addition, as the GA is the supreme organ of the Telecommunity that high-level representatives from Member Administrations are expected to attend, GA-14 will include a special session “Executive Panel on Building Smart Digital Economy through ICT”. This will be a good opportunity for the high-level representatives to discuss the implementation of the Brunei Darussalam Statement of the Asia-Pacific ICT Ministers on Building Smart Digital Economy through ICT adopted in 2014 as well as to provide mutually direction or trend of ICT and APT activities.

41st Session of the Management Committee of the Asia-Pacific Telecommunity (MC-41)

19 - 22 November 2017, Bangkok, Thailand

APT will organize the 41st Session of the Management Committee of the APT (MC-41) from 19 to 22 November 2017 in Bangkok, Thailand. The event will be hosted by the Ministry of Digital Economy and Society (MDES), Thailand.

 

MC-41 will review the activities of the APT in 2017 as well as discuss the Work Programme and Annual Budget for 2018.
