SATRC Workshop on Spectrum

19 - 21 April 2016, Paro, Bhutan

The South Asian Telecommunication Regulators’ Council (SATRC) Workshop on Spectrum was held from 19 to 21 April 2016 in Paro, Bhutan. The workshop was part of implementation of SATRC Action Plan Phase V. It was organized by the APT and hosted by Bhutan InfoComm and Media Authority (BICMA). The workshop was inaugurated by Mr. Kinley T Wangchuk, Director General, Ministry of Information and Communications, Bhutan.

During the two-and-half-day workshop, the discussion was focused on the following key areas:

·         Requirement of spectrum for mobile broadband;

·         Spectrum re-farming in SATRC countries;

·         Non-ionizing radiation safety in bands used for mobile phones; and

·         Spectrum sharing as part of active network sharing.

The workshop provided a good opportunity for the participants to get in-depth views and way forward on the above key topics. Eminent speakers both from APT Members and industries delivered informative presentations and shared their experiences and knowledge on the topics.

One of the key issues discussed was the development of National Spectrum Road Map to show a clear path for the availability of spectrum for all the services. Spectrum Road Map needs to be updated regularly and should clearly indicate the timing for spectrum re-farming. It was also discussed that spectrum sharing can be used to ensure better utilization of allocated spectrum and an appropriate regulatory framework is required. Regarding non-ionizing safety, it was emphasized that maintaining the international compliance and raising public awareness through appropriate information are key to address the issue.

The outcomes of the workshop will be considered at the Meeting of SATRC Working Group on Spectrum to be held from 24 to 25 May 2016 in New Delhi, India.

Examples of this topic were provided by Japan and the UN Emergency Telecommunications Cluster. Also discussed were the importance of Common Alerting Protocols and a common language that both government and the public understand in communicating disaster warnings, and good examples of this were provided by Australia and LIRNEasia.

In addition, WDMC-7 featured a site visit to the National Disaster Warning Center under MICT, Thailand and the Seismological Bureau under Meteorological Department, to see the facilities and how they drill for a disaster warning situation.
