Recent Events                    

1st Meeting of the APT Preparatory Group for WTDC-17 (WTDC17-1)

2 August 2016, Singapore

The 1st Meeting of the APT Preparatory Group for WTDC-17 (APT WTDC17-1) was held on 2 August 2016 in Singapore. The meeting was hosted by Infocomm Development Authority of Singapore (IDA). Mr. Charles Chew, Director (International), IDA gave the welcome remarks at the meeting. Mr. Ioane Koroivuki, Regional Director, ITU Regional Office for Asia and the Pacific was also present at the opening ceremony.

APT WTDC17-1 was attended by 62 participants representing Members, Affiliate Members, International/Regional Organizations and other organizations. The meeting was successful in fulfilling its objective to initiate the preparatory process of the APT for the ITU World Telecommunication Development Conference 2017 (WTDC-17).

Mr. Charles Punaha (Papua New Guinea) was elected as Chairman of the APT Preparatory Group for WTDC-17 (APT WTDC17-1). Mr. Kishore Babu GSC Yerraballa (India) and Mr. Mutsuharu Nakajima (Japan) were elected as Vice-Chairmen of APT WTDC17-1.

The meeting adopted the structure, working methods, and work plan of the preparatory group, and formed three Working Groups (WGs). The meeting elected Chairman and Vice-Chairmen of the Working Groups as follows:

·         Working Group 1 (WG1): Programme, Study Groups and Associated Questions

Chairman: Dr. A. R. Sharafat (Iran)

Vice-Chairmen: Mr. Nguyen Quy Quyen (Viet Nam) and TBD (People’s Republic China)

·         Working Group 2 (WG2): Regional Initiatives, WSIS, SDGs and Connect 2020 Agenda

Chairman: Mr. Joseph McCarroll (Australia)

Vice-Chairmen: Ms. Seonmin Mina Jun (Republic of Korea) and Ms. Kalaya Chinatiworn (Thailand)

·         Working Group 3 (WG3): ITU-D Strategic Plan and other Issues not covered by WG1 and WG2

Chairman: Ms. Eunice Lim (Singapore)

Vice-Chairmen: Mr. Eiji Ishida (Japan) and Mr. Iraj Mokarrami (Iran)

The meeting also adopted the work plan to have 3 more preparatory meetings in 2017 as follows:

·         The 2nd meeting of the APT Preparatory Group for WTDC-17 (APT WTDC17-2) - middle of February 2017 before Regional Development Forum (RDF) & Regional Preparatory Meeting - Asia and the Pacific (RPM) in March.

·         The 3rd meeting of the APT Preparatory Group for WTDC-17 (APT WTDC17-3) - beginning of June following the 22th Telecommunication Development Advisory Group (TDAG) Meeting, and 2017 Session of the Council in May.

·         The 4th meeting of the APT Preparatory Group for WTDC-17 (APT WTDC17-4) - beginning of August, 2 months before the WTDC-17 meeting in October.

13th APT Telecommunication and ICT Development Forum (ADF-13)

3 - 5 August 2016, Singapore

The 13th APT Telecommunication and ICT Development Forum (ADF-13) was held from 3 to 5 August 2016 in Singapore. The forum was hosted by the Infocomm Development Authority of Singapore (IDA). ADF-13 was attended by 94 participants representing Members, Associate Member, Affiliate Members, International/Regional Organizations and other organizations.

ADF-13 was inaugurated by Mr. Gabriel Lim, Co-Managing Director, Infocomm Development Authority of Singapore (IDA).

The forum elected Mr. Shoji Mihara as Vice-Chairman of ADF, replacing Mr. Hideo Nakamura who is not able to complete his two-year term due to changes within his organization.

During the three days meeting, the topics discussed included: The Way to Overcome Digital Divide; Stimulating ICT Business and Industry Including Innovative, Startup and SMEs for ICT Applications; Best Practices, Experiences, and Challenges in ICT Development within the Region; Increasing Access and Connectivity, in Particular Rural Areas; and Facilitating Investment of ICT Infrastructure and Applications. The Universal Service Funds (USF) was also another topic of interest.

ADF-13 also featured training sessions from GSMA on weighing the Benefits of Universal Service Funds (USF). USF mainly addressed connectivity issues but the training extended our understanding to accessibility issues, in particular the government’s role in enhancing e-government services to the citizens. The achievements of various projects funded by the Extra Budgetary Contribution from Japan and Korea were also reported to the forum.

In addition, the APT also invited Timor-Leste, as an eligible non-member, to attend ADF-13 to enhance understanding of the APT’s activity and support the consideration to join the APT. H.E. Mr. Inacio Freitas Moreira, Vice Minister of Public Works, Transport and Communication who represented Timor-Leste gave his statement on the topic “The way to Overcome Digital Divide” and shared useful information about the digital divide and needs in Timor-Leste.

The forum concluded successfully with active participations and contributions from all participants. The date and time of ADF-14 will be decided during the 40th Session of the Management Committee of the APT.

4th Meeting of the APT Preparatory Group for WTSA-16 (WTSA16-4)

23 - 26 August 2016, Da Nang, Viet Nam

The 4th Meeting of the APT Preparatory Group for ITU World Telecommunication Standardization Assembly 2016 (WTSA16-4) was held from 23 to 26 August 2016 in Da Nang, Viet Nam. The meeting was hosted by the Ministry of Information and Communications, Socialist Republic of Viet Nam. WTSA16-4 was attended by 128 participants from 19 Members, Associate Member, Affiliate Members, ITU, CEPT, CITEL and RCC.

The APT and all participants were greatly honoured to have the inaugural address by H.E Dr. Nguyen Minh Hong, Vice Minister of Ministry of Information and Communications, Viet Nam.

WTSA16-4 adopted 21 Preliminary APT Common Proposals (PACPs) for the World Telecommunication Standardization Assembly 2016 (WTSA-16) based on the input contributions from the APT Members. The PACPs include proposals on ITU-T Study Group Restructuring and revision of ITU-T Resolutions. The WTSA16-4 also discussed on coordination arrangement during WTSA-16. WTSA-16 will be held from 25 October to 3 November 2016 in Tunisia.

20th Meeting of APT Wireless Group (AWG-20)

6 - 9 September 2016, Bangkok, Thailand

The 20th Meeting of the APT Wireless Group (AWG-20) will be held from 6 to 9 September 2016 in Bangkok, Thailand. The meeting will be hosted by Ministry of Information and Communication Technology (MICT) of Thailand.

 

The APT Wireless Group (AWG) conducts the work covering various aspects of emerging wireless systems to meet the upcoming digital convergence era in the Asia-Pacific region. It is also assisting the process of providing cost effective radiocommunications solutions and facilitating the technology transfer. AWG-20 will report on the progress of its activities carried up to date.

17th Meeting of the South Asian Telecommunication Regulators’ Council (SATRC-17)

4 - 6 October 2016, Dhaka, Bangladesh

The 17th Meeting of the South Asian Telecommunication Regulators’ Council (SATRC-17) will be held from 4 to 6 October 2016 in Dhaka, Bangladesh. SATRC-17 will be hosted by Bangladesh Telecommunication Regulatory Commission (BTRC).

 

The SATRC meeting is held annually to discuss and coordinate regulatory and other related issues in the area of telecommunication and ICT that are common for the regulators of SATRC Members. The meeting will be attended by the heads of telecommunication regulatory bodies of SATRC Member countries and designated senior level officers.

 

The SATRC-17 will discuss the key policy and regulatory issues in the SATRC countries, approve the outcomes of SATRC Action Plan Phase V and adopt SATRC Action Plan Phase VI. SATRC-17 will include special sessions for the Industry-Regulator Dialogue to facilitate the telecom/ICT industry to put forward issues of interest to the regulators. There will also be a Regulatory Roundtable which will be held exclusive for the head of regulators to discuss and share thoughts on important regulatory issues that need regional collaboration specifically for the SATRC Member countries and generally to the Asia-Pacific region.

7th APT Cybersecurity Forum (CSF-7)

11 - 13 October 2016, Phnom Penh, Cambodia

The APT will organize the 7th APT Cybersecurity Forum (CSF-7) from 11 to 13 October 2016 in Phnom Penh, Cambodia. The forum will be hosted by the Ministry of Posts and Telecommunications of Cambodia (MPTC), and supported by the Extra Budgetary Contributions from Australia and Japan.

 

The ICT services are prevailing in every corner of our daily life, which is typically observed in the so-called "Internet of Things (IoT)". This phenomenon inevitably leads us to an era of Big Data where vast amount of data is being continuously generated, transferred and processed. Therefore, CSF-7 will focus on this emerging trend with the theme "Emerging Trend: IoT, Big Data and Security". The forum will cover a variety of related issues from identifying and analyzing current and potential issues for each different stakeholder to seeking possible ways to deal with those issues in order to leverage this opportunity.

4th Conformance and Interoperability (C&I) Event

13 - 15 November 2016, Bangkok, Thailand

The APT and the International Telecommunication Union (ITU) will jointly organizing the APT/ITU Conformance and Interoperability (C&I) Event 2016 from 13 to 15 November 2016 in Bangkok, Thailand. This C&I Event will include Testing and Showcasing and will be held during the ITU Telecom World 2016 to be held from 14 to 17 November 2016 at the same venue.

 

The objective of the C&I Event is to foster understanding and promote activities on C&I in the APT region. The event will also directly contribute to capacity building and finding a solution for interoperability issues of the APT member countries.

3rd Meeting of Working Group of MC on APT Legal Instruments (WGMC-3)

28 November 2016, Nadi, Fiji

The 3rd Meeting of Working Group of MC on APT Legal Instruments (WGMC-3) will be held on 28 November 2016 in Nadi, Fiji in conjunction with the Seminar on Progress in the APT for the year 2016 (SPA-16) to be held on the same day and the 40th Session of the Management Committee of the APT (MC-40) to be held from 29 November to 2 December 2016 at the same venue. All events will be hosted by the Ministry of Communications of Fiji.

 

WGMC-3 will discuss the progress, decisions made and the report on the proposed amendments to the APT instruments and report the result of review of the Constitution of the APT to MC-40.

Seminar on Progress in the APT for the year 2016 (SPA-16)

28 November 2016, Nadi, Fiji

The Seminar on Progress in the APT for the year 2016 (SPA-16) will be held on 28 November 2016 in Nadi, Fiji in conjunction with the 3rd Meeting of Working Group of MC on APT Legal Instruments (WGMC-3) to be held on the same day and the 40th Session of the Management Committee of the APT (MC-40) to be held from 29 November to 2 December 2016 at the same venue. All events will be hosted by the Ministry of Communications of Fiji.

 

SPA-16 will discuss the progress made in the implementation of the APT Work Programme in 2016 and any other issues including new proposals from APT members.

40th Session of the Management Committee of the Asia-Pacific Telecommunity

29 November -  2 December 2016, Nadi, Fiji

The 40th Session of the Management Committee of the APT (MC-40) will be held from 29 November to 2 December 2016 in Nadi, Fiji. MC-40 will be hosted by the Ministry of Communications of Fiji.

 

MC-40 will review the APT activities in 2016 which have been implemented under the Strategic Plan for 2015-2017 and will also consider and approve the Work Programme and Annual Budget for 2017.
