Seminar on Progress in the APT for the year 2016 (SPA-16)

28 November 2016, Nadi, Fiji

The Seminar on Progress in the APT for the year 2016 (SPA-16) was held on 28 November 2016 in Nadi, Fiji in conjunction with the 3rd Meeting of Working Group of MC on APT Legal Instruments (WGMC-3) held on the same day and the 40th Session of the Management Committee of the APT (MC-40) held from 29 November to 2 December 2016 at the same venue. All events were hosted by the Ministry of Communications of Fiji.

 

SPA-16 was attended by 23 participants from 12 APT Members and 2 Affiliate Members. The participants were informed of the progress made in the implementation of the APT Work Programmes for 2016 and issues to be proposed for approval of MC-40.

3rd Meeting of Working Group of Management Committee on APT Legal Instruments (WGMC-3)

28 November 2016, Nadi, Fiji

The 3rd Meeting of Working Group of Management Committee on APT Legal Instruments (WGMC-3) was held on 28 November 2016 in Nadi, Fiji in conjunction with the Seminar on Progress in the APT for the year 2016 (SPA-16) held on the same day and the 40th Session of the Management Committee of the APT (MC-40) held from 29 November to 2 December 2016 at the same venue. The meeting was attended by 32 participants from 12 APT Members and 2 Affiliate Members, APT Secretariat and APT Legal Advisor, Dr. Jade Donavanik.  

 

The meeting reviewed the outcomes of WGMC-2 and the documents related to APT financial matters including the Financial Regulation of the APT, Fixed Asset Guideline and APT Yearbook Fund. The meeting also agreed to insert the WGMC-2 conclusion on Doubtful Debt along with the follow-up schedule for payment of contribution in the report to MC-40 and the WGMC-2 discussion on Document Depository which defines tentative classification of APT documents and document access permissions for each category of documents.

 

The 4th meeting of the WGMC was scheduled to be held on 9-10 February 2017 in Bangkok, Thailand.

40th Session of the Management Committee of the Asia-Pacific Telecommunity (MC-40)

29 November -  2 December 2016, Nadi, Fiji

The 40th Session of the Management Committee of the APT (MC-40) was held from 29 November to 2 December 2016 in Nadi, Fiji. MC-40 was hosted by the Ministry of Communications of Fiji. A total of 77 participants representing 21 Members, 2 Associate Members, 8 Affiliate Members, international organization, APT Secretariat and others attended the event.

 

The meeting was inaugurated by Mr. Sharvada Sharma, Acting Permanent Secretary for Communications, Ministry of Communication of Fiji.

 

MC-40 reviewed the APT activities in 2016 which were implemented under the Strategic Plan for 2015-2017. The meeting approved a total of 35 Work Programmes for implementation in 2017 and agreed to establish a “Correspondence Group for the Strategic Plan of the APT for 2018-2020 (CGSP)” to consider the inputs from APT Work Programmes and other relevant issues and formulate a draft text of the Strategic Plan for 2018-2020. Mr. Myers Techitong (Palau) was appointed as the Chairman of CGSP. Discussion was also made on the proposal of the formation of the APT Industry Forum. It was decided that the Secretary General would consult APT members regarding this proposal and report back to the next Management Committee. 

 

On the budgetary side, MC-40 approved the budget USD 2,668,553 for the year 2017 including USD 1,347,858 for Staff Salary, USD 191,435 for Administration, USD 960,000 for Work Programme, USD 46,260 for Reserve for Doubtful/Bad Debts and USD 123,000 for input towards special accounts.

 

MC-40 also reviewed and discuss the issue on awarding fellowship to the APT event/ activity in conjunction with the Management Committee. MC-40 approved a criteria for awarding fellowship to Least Developed Countries (LDCs), Small Island Developing States (SIDs) and Landlocked Developing Countries (LLDCs) with under USD 4,000 GDP per capita.

 

In addition, the meeting elected Mr. Ilyas Ahmed, Chairman of MC, and Mr. Sang-hun Lee, Vice Chairman of MC, for the second term. Mr. Charles Chew (Singapore) was elected as the new Vice Chairman of MC, replacing the current Vice Chairman, Ms. Caroline Greenway.

On 7 December 2016, Ms. Areewan Haorangsi, Secretary General welcomed Mr. Seiji Takagi (second from left), Director-General for International Affairs, Global ICT Strategy Bureau, Ministry of Internal Affairs and Communications (MIC), Japan and his team at the APT Headquarters. Also joining was Mr. Dai Tanabe (right most), Programme Officer of the APT.

 

Upcoming Events in 2017

 

1st Meeting of the Correspondence Group on the Strategic Plan of the Asia-Pacific Telecommunity for 2018-2020 (CGSP-1)

7 - 8 February 2017, Bangkok, Thailand

The 1st Meeting of the CGSP will be held from 7 to 8 February 2017 at APT Headquarters in Bangkok, Thailand.

 

The objectives of the meeting are:

·         To review the objectives of APT stipulated in the Constitution;

·         To review APT members’ commitment to Sustainable Development Goals (SDGs) 2020, ITU Strategic Plan for 2015–2018, and previous Ministerial Statements and Declarations of APT, etc.;

·         To analyze current Strategic Plan for 2015-2017 and its implementation status;

·         To set the principle of drafting the Strategic Plan of APT for 2018–2020; and

·         To identify and prioritize the activities of APT for 3 years.

4th Meeting of Working Group of Management Committee on APT Legal Instruments (WGMC-4)

9 - 10 February 2017, Bangkok, Thailand

The 4th Meeting of Working Group of Management Committee on APT Legal Instruments (WGMC-4) will be held from 9 to 10 February 2017 at the APT Headquarters in Bangkok, Thailand. The meeting will be preceded by the 1st Meeting of the Correspondence Group on the Strategic Plan of the Asia-Pacific Telecommunity for 2018-2020 (CGSP-01) to be held from 7 to 8 February 2017 at the same venue.

 

WGMC-4 will review Resolution 13/GA on “Resolution on Suspension of the rights and benefits of the membership due to arrears” and Rule and Regulation 1/GA on “Rules of Procedure of General Assembly”. The meeting will also review continuing issues from the outcomes of WGMC-3 and other existing legal instruments of the APT.

2nd Meeting of the APT Preparatory Group for WTDC-17 (APT WTDC17-2)

20 - 22 February 2017, Papua New Guinea

The 2nd Meeting of the APT Preparatory Group for WTDC-17 (APT WTDC17-2) will be held from 20 to 22 February 2017 in Papua New Guinea. The event will be hosted by the National Information and Communications Technology Authority (NICTA), Papua New Guinea.

 

APT WTDC17-2 will discuss the issues of interest to the region for the World Telecommunication Development Conference 2017 (WTDC-17) and provide input to the Regional Preparatory Meeting (RPM). APT WTDC17-2 is expected to conduct the following activities:

·         To discuss issues for the WTDC-17 and identify potential topics for the APT Common Proposals;

·         To prepare APT inputs to RPM;

·         To review the Work Plan for the Preparatory Group.

28th APT Standardization Program Forum (ASTAP-28)

6 - 10 March 2017, Bangkok, Thailand

The 28th APT Standardization Program Forum (ASTAP-28) will be held from 6 to 10 March 2017 in Bangkok, Thailand.

 

The objective of ASTAP-28 is to promote, coordinate and harmonize telecommunication standardization activities across the Asia-Pacific region through regional cooperation. The experts will meet to enhance the level of expertise on standardization among the membership and expands the activities through practical contributions and solutions on the ICT issues in this region. ASTAP-28 will also include the 8th Industry Workshop on "IoT and Smart Cities" which will be held on the first day (6 March 2017).
