19th Meeting of the APT Wireless Group

2 - 5 February 2016, Chiang Mai, Thailand

The 19th Meeting of APT Wireless Group (AWG-19) was held from 2 to 5 February 2016 in Chiang Mai, Thailand.  The meeting was attended by 165 delegates representing APT Members, Associate Members, Affiliate Members, representative from Radiocommunication Bureau of ITU as well as observers.

 

AWG-19 received good number of input contributions on various work items of the three Working Groups. The meeting was successful, like other AWG meetings, to develop tangible outcomes such as APT Recommendations and APT Reports.

 

The meeting reviewed the outcomes of RA-15 and WRC-15 and initiated a number of new work items as regional follow-up on the outcomes of WRC-15. Among those newly initiated works are APT Frequency Arrangements in the bands 3300-3400 MHz and 4800-4990 MHz. AWG-19 also initiated a number of work items to assist the APT Members in preparing for certain agenda items of World Radiocommunication Conference 2019 (WRC-19).

 

AWG-19 adopted two Draft New APT Recommendations on Migration of GSM to Mobile Broadband IMT System and Frequency Arrangement for the implementation of IMT in 698-806 MHz band. Furthermore, AWG-19 approved one new APT Report on Application of Digital Signal Processing Technology in Spectrum Monitoring. The meeting also approved the revisions of five APT Reports, four new questionnaires and five liaison statements.  A number of working documents were also developed for the consideration of future outcomes in various groups.  

 

One of the key objectives of AWG-19 was the internal restructuring and re-organization of the activities of the Sub-Working Groups and Task Groups initiated at AWG-18 so as to ensure better management and avoid duplication of works in various groups. AWG-19 approved the new structure of AWG and redefined the Terms of Reference of various groups based on the discussion. A Sub-Working Group on Sharing Studies was formed merging two Task Groups. Further, TG IMT was changed to Sub-Working Group IMT. A new Task Group was formed on Railway Radiocommunication under Working Group Service and Applications.

 

AWG-19 also considered the outcomes of the Management Committee of the APT (MC-39) and acted in accordance with the instruction by MC-39.  It also considered the implementation matrix of the APT Strategic Plan for 2015-2017.

 

The next meeting of AWG (AWG-20) will be held during the middle of September 2016.

APT Coordination Meeting of Training Institutions in 2016

1 March 2016, Bangkok, Thailand

The APT will organize the APT Coordination Meeting of Training Institutions in 2016 on 29 February 2016 in Bangkok, Thailand. The meeting is in accordance with the decision of the 39th Session of Management Committee of the APT held in December last year in Phra Nakhon Si Ayutthaya, Thailand.

The objective of the meeting is to bring together experts of Training Institutions responsible for training under APT Capacity Building Programme to discuss and identify the issues to improve the Programme and each training course as well as to establish the annual plan of APT Training Courses in 2016.  

 

27th APT Standardization Program Forum (ASTAP-27)

7 - 11 March 2016, Pattaya, Thailand

The APT will organize the 27th APT Standardization Program Forum (ASTAP-27) from 7 to 11 March 2016 in Pattaya, Thailand.

The objective of ASTAP-27 is to promote, coordinate and harmonize telecommunication standardization activities across the Asia-Pacific region through regional cooperation. ASTAP-27 will also include the 7th Industry Workshop focusing on the two topics of "Resilient ICT Systems for Disaster Management" and "IoT and Smart Cities", which will be held on the first day (7 March 2016) of the Forum.

Meeting of the SATRC Working Group on Policy, Regulation and Services

23 - 24 March 2016, Male, Maldives

The APT will organize the Meeting of the SATRC Working Group on Policy, Regulation and Services from 23 to 24 March 2016 in Male', Maldives. The meeting is hosted by the Communication Authority of Maldives (CAM).

This meeting is a part of the activities of SATRC Action Plan Phase V which was adopted by the 15th Meeting of the SATRC in Paro, Bhutan in 2014. The objective of the meeting is to conduct the Working Group activities on the work items assigned by the Council. As the final meeting of the Working Group under SATRC Action Plan Phase V, the meeting is expected to finalize the draft outcomes of the Work Items assigned to the Working Group.

Training Course on Preparing for International Conferences

Phase 2:   28 – 31 March 2016, Bangkok, Thailand (Face-to-Face Course)

The APT in collaboration with ITU Regional Office for Asia and the Pacific will organize a Training Course on Preparing for International Conferences. The objective of this training course is to provide necessary training opportunity for newly recruited or junior officials of international relation departments of APT members who will be taking the responsibility to participate and represent their respective countries or organizations in international conferences. The course will provide basic knowledge of international conference and will help build and strengthen negotiation skills, presentation skills and logical thinking on international issues, which are essential for effective participation and representation in international conferences for the targeted group.

The Training Course will be held in 2 Phases as follows:

Phase I: On-line Course (8 - 19 February 2016) was provided on the ITU Academy platform. It provided necessary background information and allowed the trainees to network and had on-line discussion on a given topic preparing them for the international mock conference in Phase II.

Phase II: Face-to-Face Course (28 - 31 March 2016) will be held at the APT Headquarters in Bangkok, Thailand. The trainees will learn those above-mentioned skills through lectures by distinguished experts as well as practical performance at the international mock conference.  The trainees for Phase 2 will be selected among those completed Phase 1 with a good final grade.

SATRC Workshop on Spectrum

19 - 21 April 2016, Paro, Bhutan

SATRC Workshop on Spectrum will be held from 19 to 21 April 2016 in Paro, Bhutan. The workshop is organized by APT and hosted by the Bhutan InfoComm and Media Authority (BICMA).

The SATRC Workshop on Spectrum is a part of the implementation of SATRC Action Plan Phase V adopted at the 15th SATRC Meeting held in 2014 in Paro, Bhutan. The workshop will discuss issues in the areas of spectrum management such as requirement of spectrum for mobile broadband, spectrum refarming, non-ionizing radiation safety in the frequency bands used for mobile phones, spectrum sharing and other related topics.

The workshop will assist the SATRC members in their human resource development and provide an excellent opportunity to exchange views and experiences among the SATRC members’ regulators and operators on the issues mentioned.

7th APT Workshop on Disaster Management/Communications (WDMC-7)

27 - 29 April 2016, Bangkok, Thailand

The 7th APT Workshop on Disaster Management/Communications (WDMC-7) will be held from 27 to 29 April 2016 in Bangkok, Thailand. The workshop is organized by the APT, hosted by the Ministry of Information and Communication Technology, Thailand, and supported by the Extra Budgetary Contributions from Australia and Japan.

The objective of the workshop is to assist members in improving disaster preparedness, early warning systems, and rescue and recovery efforts with the use of ICT. The WDMC-7 will focus on topics including (1) Lessons Learned and Experiences in Disaster Management; (2) Legislative and Strategic Models for the Use of ICT in Disaster Management; (3) Trends in Disaster Management Technology and Services; (4) Data Collection and Early Warning Systems in Disaster Management; (5) International Collaboration in Disaster Management; and (6) Business Continuity Planning and Disaster Management/Communications.
