Recent Events                    

16th APT Policy and Regulatory Forum (PRF-16)

12 - 14 July 2016, Tokyo, Japan

The 16th APT Policy and Regulatory Forum (PRF-16) was held from 12 to 14 July 2016 in Tokyo, Japan. The forum was hosted by the Ministry of Internal Affairs and Communication (MIC), Japan. The PRF-16 was attended by 114 participants representing Members, Associate Member, Affiliate Members, International/Regional Organizations and other organizations.

The forum was inaugurated by H.E. Keiichi Koshimizu, Parliamentary Vice-Minister, Ministry of Internal Affairs and Communications, Japan. The forum elected Mr. Yasuhiko Taniwaki as Chairman of PRF-16.

PRF-16 commenced with a special Roundtable on ICT Policy and Regulatory Trends and Updates which provided insights into global trends, national measures to respond to those trends and key priorities in ICT policies and regulations. High-level government officials from Japan, Thailand, and Maldives, as well as industry representatives from Grab and Netflix joined in this session. As the Roundtable concluded with a suggestion on continuous dialogues between public and private sectors that are somewhat a prerequisite to cope with evolving trends, the APT would try to organize the Roundtable continuously at future PRFs.

The forum also included the Business Dialogue on IMT-2020 which discussed opportunities and challenges IMT-2020 would bring to us in the near future. There were informative presentations on divergent aspects of Internet of Things (IoT) such as security, privacy, interoperability, data sovereignty and applicability which were contributed by APT Members and Affiliate Members. The topic of Digital Financial Inclusion brought up the issue of collaboration among various interested parties. OTT presentations as well as panel discussion on OTT provided an opportunity for interested parties to understand each other and to find a certain way of constructive collaboration among regulators, telecom operators and OTT players.  

PRF-16 concluded successfully with active participations and contributions from all delegates. The date and time of the next PRF (PRF-17) will be decided during the 40th session of the Management Committee of the APT.

1st Meeting of the APT Conference Preparatory Group for WRC-19

26 - 28 July 2016, Chengdu, People's Republic of China

The 1st Meeting of the APT Conference Preparatory Group for WRC-19 (APG19-1) was held from 26 to 28 July 2016 in Chengdu, People’s Republic of China. The meeting was hosted by the Ministry of Industry and Information Technology (MIIT), People’s Republic of China. H.E. Liu Lihua, Vice Minister for Industry and Information Technology, People’s Republic of China inaugurated the meeting. Mr. Mario Maniewicz, Deputy Director, Radiocommunication Bureau, ITU was also present at the opening ceremony.

APG19-1 was attended by 284 delegates from 24 Administrations. Delegates from Associate Members, Affiliate Members, ITU and CEPT as well as a good number of observers attended the meeting. APG19-1 was successful in fulfilling its objective to initiate the preparation for the Radiocommunication Assembly 2019 (RA-19) and World Radiocommunication Conference 2019 (WRC-19).

Dr. Kyu-Jin Wee (Republic of Korea) was elected as Chairman of APT Conference Preparatory Group for WRC-19 (APG-19). Mr. Neil Meaney (Australia) and Mr. Gao Xiangyao (People’s Republic of China) were elected as Vice-Chairmen of APG-19.

The meeting adopted a structure similar to CPM-19 Chapters and formed six Working Parties (WPs). The meeting appointed Chairmen for the WPs as follows:

 

WP1: Land mobile and fix services

Ms. Zhu Keer (People’s Republic of China)

WP2: Broadband applications in the mobile service

Dr. Kyung-Mee Kim (Republic of Korea)

WP3: Satellite services

Mr. Muneo Abe (Japan)

WP4: Science service

Dr. Atmadji W. Soewito (Indonesia)

WP5: Maritime, aeronautical and amateur service

Mr. Bui Ha long (Socialist Republic of Vietnam)

WP6: General issues

Mr. Taghi Shafiee (Islamic Republic of Iran)

 

The meeting also appointed Dr. Tommy Chee (New Zealand) as Chairman of Editorial Committee.

In recognition of the longest service in high positions for the APG and ITU and the exceptional professional skills and experiences of Mr. Kavouss Arasteh (Islamic Republic of Iran), APG19-1 unanimously appointed Mr. Arasteh to continue to serve the APG as a Special Senior Advisor attending APG as a member of the APG Steering Committee and representing APG, together with other APG members, in inter-regional coordination meetings (CPM, RA and WRC).

The meeting also acclaimed the contributions and bid farewell to the office bearers of APG-15. In recognition of their significant contributions towards the success of the preparation for WRC-15 which enabled the APT to achieve the objectives in developing APT Common Proposals to RAs and WRCs, Ms. Areewan Haorangsi, Secretary General of the APT, on behalf of the APT membership, presented appreciation plaques and certificates to the office bearers of APG-15. This is in accordance with the Internal Guideline for Recognition and Appreciation of individuals who contribute to the work of the APT under the Decision No. 26 of the 37th Session of the Management Committee of the APT (MC-37).

4th Meeting of the APT Preparatory Group for WTSA-16 (WTSA16-4)

23 - 26 August 2016, Da Nang, Viet Nam

The APT will organize the 4th Meeting of the APT Preparatory Group for ITU World Telecommunication Standardization Assembly 2016 (WTSA16-4) from 23 to 26 August 2016 in Da Nang, Viet Nam. The meeting is hosted by the Ministry of Information and Communications, Socialist Republic of Viet Nam.

The objective of WTSA16-4 is to develop and finalize the Preliminary APT Common Proposals (PACPs) based on the input contributions from the APT Members for the World Telecommunication Standardization Assembly 2016 (WTSA-16) which will take place in Yasmine Hammamet, Tunisia, from 25 October to 3 November 2016. WTSA16-4 will also discuss the issues and coordination arrangement for WTSA-16.

The ITU Regional Standardization Forum will be held on 22 August 2016 at the same venue. The Forum will address (I) ITU Standardization activities, (ii) WTSA Structures; its hot topics and Recommendations/Resolutions, Rules of Procedures; and (iii) how to negotiate and build consensus at WTSA.

20th Meeting of APT Wireless Group (AWG-20)

6 - 9 September 2016, Bangkok, Thailand

The 20th Meeting of the APT Wireless Group (AWG-20) will be held from 6 to 9 September 2016 in Bangkok, Thailand. The meeting will be hosted by Ministry of Information and Communication Technology (MICT) of Thailand.

The APT Wireless Group (AWG) conducts the work covering various aspects of emerging wireless systems to meet the upcoming digital convergence era in the Asia-Pacific region. It is also assisting the process of providing cost effective radiocommunications solutions and facilitating the technology transfer. AWG-20 will report on the progress of its activities carried up to date.

17th Meeting of the South Asian Telecommunication Regulators’ Council (SATRC-17)

4 - 6 October 2016, Dhaka, Bangladesh

The 17th Meeting of the South Asian Telecommunication Regulators’ Council (SATRC-17) will be held from 4 to 6 October 2016 in Dhaka, Bangladesh. SATRC-17 will be hosted by Bangladesh Telecommunication Regulatory Commission (BTRC).

 

The SATRC meeting is held annually to discuss and coordinate regulatory and other related issues in the area of telecommunication and ICT that are common for the regulators of SATRC Members. The meeting will be attended by the heads of telecommunication regulatory bodies of SATRC Member countries and designated senior level officers.

 

The SATRC-17 will discuss the key policy and regulatory issues in the SATRC countries, approve the outcomes of SATRC Action Plan Phase V and adopt SATRC Action Plan Phase VI. SATRC-17 will include special sessions for the Industry-Regulator Dialogue to facilitate the telecom/ICT industry to put forward issues of interest to the regulators. There will also be a Regulatory Roundtable which will be held exclusive for the head of regulators to discuss and share thoughts on important regulatory issues that need regional collaboration specifically for the SATRC Member countries and generally to the Asia-Pacific region.

7th APT Cybersecurity Forum (CSF-7)

11 - 13 October 2016, Phnom Penh, Cambodia

The APT will organize the 7th APT Cybersecurity Forum (CSF-7) from 11 to 13 October 2016 in Phnom Penh, Cambodia. The forum will be hosted by the Ministry of Posts and Telecommunications of Cambodia (MPTC), and supported by the Extra Budgetary Contributions from Australia and Japan.

 

The ICT services are prevailing in every corner of our dairy life, which is typically observed in the so-called "Internet of Things (IoT)". This phenomenon inevitably leads us to an era of Big Data where vast amount of data is being continuously generated, transferred and processed. Therefore, CSF-7 will focus on this emerging trend with the theme "Emerging Trend: IoT, Big Data and Security". The forum will cover a variety of related issues from identifying and analyzing current and potential issues for each different stakeholder to seeking possible ways to deal with those issues in order to leverage this opportunity.
