Recent Events                    

2nd Meeting of Working Group of MC on APT Legal Instruments (WGMC-2)

7 - 9 June 2016, Bangkok, Thailand

The 2nd Meeting of Working Group of Management Committee on APT Legal Instruments (WGMC-2) was held from 7 to 9 June 2016 at the APT Headquarters in Bangkok, Thailand. The meeting was attended by 23 participants.

WGMC-2 reviewed the decisions made by the first meeting of the Working Group (WGMC-1) and the 39th Session of the Management Committee (MC-39). Extensive discussions were made on the review of the Constitution of the APT including key issues that needed clarification and advice from the Legal Advisor.

Dr. Jade Donavanik, the Legal Advisor, attended the second day of the meeting. He gave advice and comments on the Language, Completeness and Modality of Amendment of the Constitution.

WGMC-2 also discussed and reviewed other issues including Analysis of Periodicity of General Assembly, Withdrawal of (Affiliate) Membership to the United Nations (UN), Doubtful Debt and Document Repository. The meeting will report the result of the review and discussed issues to the next session of the Management Committee (MC).

The 3rd Meeting of the WGMC (WGMC-3) is scheduled to be held on 28 November 2016 in Fiji, prior to the 40th Session of the MC.

3rd Meeting of the APT Preparatory Group for WTSA-16 (WTSA16-3)

14 - 17 June 2016, Nepal

The 3rd Meeting of the APT Preparatory Group for WTSA-16 (WTSA16-3) was held from 14 to 17 June 2016 in Kathmandu, Nepal, The meeting was hosted by the Ministry of Information and Communications (MoIC), Nepal.

The meeting brought together 111 participants representing APT Members, Affiliate Members, International/Regional Organizations and other organizations. The inaugural address was given by H.E. Mr. Sherdhan Rai, Minister of Information and Communications, Nepal.

The objective of WTSA16-3 is to assist the APT Members to prepare for the World Telecommunication Standardization Assembly 2016 (WTSA-16) which will take place in Yasmine Hammamet, Tunisia from 25 October to 3 November 2016.

WTSA16-3 developed 13 draft Preliminary APT Common Proposals (PACPs) and APT View on ITU-T SG Restructuring for WTSA-16. WTSA16-3 also revised the Work Plan and Working Methods of the APT Preparatory Group for WTSA-16.

The Fourth Meeting of the APT Preparatory Group for WTSA-16 (WTSA16-4) will be held from 23 to 26 August 2016 in Da Nang, Viet Nam.

9th Policy and Regulation Forum for Pacific (PRFP-9)

28 - 30 June 2016, Port Moresby, Papua New Guinea

The 9th APT Policy and Regulation Forum for Pacific (PRFP-9) was held from 28 to 30 June 2016 in Port Moresby, Papua New Guinea. The forum was hosted by the National Information and Communications Technology Authority (NICTA) of Papua New Guinea. The PRFP-9 was attended by 87 participants representing Members, Associate Member, Affiliate Members, International/Regional Organizations and other organizations.

The forum was inaugurated by Honourable Jimmy Miringtoro, Minister for Communication and Information Technology, Papua New Guinea.

PRFP-9 discussed the unique policy and regulatory issues for the Pacific including International connectivity for the Pacific Islands, Issues in reducing mobile roaming charges in the Pacific, Emergency communications and ICT for disaster risk reduction, and Regional cooperation and shared infrastructure in the Pacific. The presentations also covered cybersecurity and Internet policy issues, policy and regulatory issues for Over-The-Top (OTT), and business dialogue on the competitiveness of telecommunications market.

The closed regulator session provided an opportunity for regulators in the Pacific to discuss and share their experiences regarding some of their common interests.

The forum elected Mr. Charles Punaha (Papua New Guinea) as Chairman of PRFP, Mr. Shivnesh Prasad (Fiji) and Ms. Unutoa Fonoti (Samoa) as Vice Chairmen of PRFP. The forum also suggested topics to be included in the next PRFP. The date and time of PRFP-10 will be decided during the 40th Session of the Management Committee to be held in Fiji.

Upcoming Events

16th APT Policy and Regulatory Forum (PRF-16)

12 - 14 July 2016, Tokyo, Japan

The APT will organize the 16th APT Policy and Regulatory Forum (PRF-16) from 12 to 14 July 2016 in Tokyo, Japan. The forum will be hosted by the Ministry of Internal Affairs and Communications (MIC), Japan.

PRF-16 will address recent development in policy and regulatory issues and include thematic sessions on the following topics: (a) Policy and Regulatory impacts of Over the Top (OTT) services; (b) Issues and use cases of IoT and Smart Cities; and (c) Digital Inclusion for all. PRF-16 will also include special sessions for the Business Dialogue on IMT-2020 (5) and Closed discussion among Policy makers and Regulators on the policy and regulatory implications of OTT. These special sessions will provide a platform for candid exchange of views among policy makers, regulators, and industries on key issues. The forum will also consider the issues to be included to new strategic plan of APT for 2018-2020.

1st Meeting of the APT Conference Preparatory Group for WRC-19

26 - 28 July 2016, Chengdu, People's Republic of China

The 1st Meeting of the APT Conference Preparatory Group for WRC-19 (APG19-1) will be held from 26 to 28 July 2016 in Chengdu, People's Republic of China. The meeting will be hosted by the Ministry of Industry and Information Technology of the People’s Republic of China.

The objective of APG19-1 is to initiate the preparatory process of the APT for the ITU World Radiocommunication Conference 2019 (WRC-19) and Radiocommunication Assembly 2019 (RA-19). APG19-1 is expected to conduct the following activities:

1.     elect chairman and vice-chairmen of the preparatory group;

2.     form the structure of the preparatory group;

3.     nominate other office bearers of the preparatory group based on the structure;

4.     develop working methods and work plan for the preparation of RA-19/WRC-19; and

5.     preliminary discussion on WRC-19 Agenda Items.

1st Meeting of the APT Preparatory Group for WTDC-17 (WTDC17-1)

2 August 2016, Singapore

The 1st Meeting of the APT Preparatory Group for WTDC-17 (APT WTDC17-1) will be held on 2 August 2016. The event will be hosted by the Infocomm Development Authority of Singapore (IDA).

The main objective of the meeting is to initiate the preparatory process of the APT for the ITU World Telecommunication Development Conference 2017 (WTDC-17). APT WTDC17-1 is expected to conduct the following activities: 

·         To elect Chairman and Vice-chairmen of the preparatory group;

·         To form the structure of the preparatory group;

·         To nominate other office bearers of the preparatory group based on the structure;

·         To develop working methods and work plan for the preparation ofWTDC17 and

·         To have preliminary discussion on WTDC17 issues.

13th APT Telecommunication and ICT Development Forum (ADF-13)

3 - 5 August 2016, Singapore

The APT will organize the 13th APT Telecommunication and ICT Development Forum (ADF-13) from 3 to 5 August 2016 in Singapore, following the 1st Meeting of the APT Preparatory Group for WTDC-17 (APT WTDC17-1). The event will be hosted by the Infocomm Development Authority of Singapore (IDA).

 

ADF-13 will address the following:

·         The Way to Overcome Digital Divide including the issue of Universal Service Funds (USF);

·         Stimulating ICT Business and Industry including innovation, startup and SMEs for ICT Applications;

·         Best Practices, Experiences, and Challenges in ICT Development within the Region;

·         Increasing Access and connectivity, in Particular Rural Areas;

·         Outcome and Achievements of the Projects via Extra Budgetary Contributions (EBCs); and

·         Facilitating investment of ICT infrastructure and application.

4th Meeting of the APT Preparatory Group for WTSA-16 (WTSA16-4)

23 - 26 August 2016, Da Nang, Viet Nam

The APT will organize the 4th Meeting of the APT Preparatory Group for ITU World Telecommunication Standardization Assembly 2016 (WTSA16-4) from 23 to 26 August 2016 in Da Nang, Viet Nam. The meeting is hosted by the Ministry of Information and Communications, Socialist Republic of Viet Nam.

The objective of WTSA16-4 is to develop and finalize the Preliminary APT Common Proposals (PACPs) based on the input contributions from the APT Members for the World Telecommunication Standardization Assembly 2016 (WTSA-16) which will take place in Yasmine Hammamet, Tunisia, from 25 October to 3 November 2016. WTSA16-4 will also discuss the issues and coordination arrangement for WTSA-16.

The ITU Regional Standardization Forum will be held on 22 August 2016 at the same venue. The Forum will address (I) ITU Standardization activities, (ii) WTSA Structures; its hot topics and Recommendations/Resolutions, Rules of Procedures; and (iii) how to negotiate and build consensus at WTSA.

20th Meeting of APT Wireless Group (AWG-20)

6 - 9 September 2016, Bangkok, Thailand

The 20th Meeting of the APT Wireless Group (AWG-20) will be held from 6 to 9 September 2016 in Bangkok, Thailand. The meeting will be hosted by Ministry of Information and Communication Technology (MICT) of Thailand.

The APT Wireless Group (AWG) conducts the work covering various aspects of emerging wireless systems to meet the upcoming digital convergence era in the Asia-Pacific region. It is also assisting the process of providing cost effective radiocommunications solutions and facilitating the technology transfer. AWG-20 will report on the progress of its activities carried up to date.
