APT Coordination Meeting of Training Institutions in 2016

1 March 2016, Bangkok, Thailand

The APT organized the APT Coordination Meeting of Training Institutions in 2016 on 1 March 2016 at the APT Headquarters in Bangkok, Thailand.

The meeting was concluded successfully with fruitful discussions among 15 participants who represented training institutions responsible for training under APT Capacity Building Programme. The participants exchanged views and experience as well as identified the issues for improvement of the Programme and training courses, and discussed the annual tentative plan of the APT Training Courses in 2016.

The 27th APT Standardization Program Forum (ASTAP-27)

7 - 11 March 2016, Pattaya, Thailand

The APT organized the 27th APT Standardization Program Forum (ASTAP-27) from 7 to 11 March 2016 in Pattaya, Thailand. The ASTAP-27 was attended by 128 participants representing Members, Associate Member, Affiliate Members, International/Regional Organizations and other organizations.

 

The first day of ASTAP-27 was dedicated to the 7th Industry Workshop which focused on two topics, i.e. “Resilient ICT Systems for Disaster Management” and “IoT and Smart Cities”. The workshop included informative presentations on which the participants actively exchanged their views and experiences.

 

ASTAP-27 reviewed and discussed over 100 input contributions. ASTAP-27 finalized the remaining Study Question and produced a new APT Report onType Approval and Test of Information Technology Equipment” and a new APT Report on “ICT Standardization and Conformity Assessment System in the Asia-Pacific region”.

 

In addition, ASTAP-27 approved the merger of Expert Group on Speech and Natural Language Processing (EG SNLP) into Expert Group on Multimedia Application (EG MA). ASTAP-27 also approved change of the name of Expert Group Machine to Machine (EG M2M) to Expert Group on Internet of Things Applications/ Services (EG IOT).

 

The 28th APT Standardization Program Forum (ASTAP-28) is scheduled to be held in March 2017. ASTAP-27 agreed that the next Industry Workshop with topics on “IoT and Smart Cities” would be held during the ASTAP-28 with one day duration.

Meeting of the SATRC Working Group on Policy, Regulation and Services

23 - 24 March 2016, Male, Maldives

Meeting of the SATRC Working Group on Policy, Regulation and Services (WG PRS) was held from 23 to 24 March 2016 in Male, Republic of Maldives. The meeting was organized by the APT and hosted by Communication Authority of Maldives (CAM). The meeting attended by 16 experts from 9 SATRC Members.

 

The meeting was a part of the implementation of SATRC Action Plan Phase V adopted at the 15th SATRC Meeting in Paro, Bhutan. The WG PRS had been assigned four work items as follows:

1.     Policy, regulatory and technical aspects of OTT services in SATRC countries

2.     Measures to protect the interests of consumers of telecom services

3.     Emerging licensing framework including exit and relicensing policy

4.     International connectivity for the provision of providing broadband services.

 

During the meeting, WG experts analyzed the response to the questionnaire on the above work items which had been circulated previously to the experts, discussed the structure of the outcomes and developed draft outcomes. WG experts were asked to comment on those draft outcomes for preparation of the final outcomes which was expected by the end of April. The final outcomes will be submitted to the 17th Meeting of the SATRC to be held in October 2016 in Dhaka, Bangladesh. WG experts also discussed possible new work items for WG PRS under the SATRC Action Plan Phase VI for 2017 – 2018. Five work items were proposed, discussed in detail and recommended to be included in the future work.

 

SATRC Workshop on Spectrum will be held from 19 to 21 April 2016 in Paro, Bhutan as part of the implementation of SATRC Action Plan Phase V.

Training Course on Preparing for International Conferences

Phase 2:   28 – 31 March 2016, Bangkok, Thailand (Face-to-Face Course)

The APT in collaboration with ITU Regional Office for Asia and the Pacific organized Training Course on Preparing for International Conferences. The training course was an excellent opportunity for newly recruited or junior officials of international relation departments of the APT members who will be taking the responsibility to participate and represent their respective countries or organizations in international conferences.

The Training Course was held in 2 Phases as follows:

Phase I: On-line Course (8 - 19 February 2016) was provided on the ITU Academy platform. It provided necessary background information and allowed the trainees to network and had on-line discussion on a given topic preparing them for the international mock conference in Phase II.

Phase II: Face-to-Face Course (28 - 31 March 2016) was held at the APT Headquarters in Bangkok, Thailand. A total of 31 trainees representing 14 APT Members and 5 Affiliate Members who completed Phase 1 with a good final grade were selected to attend Phase 2. The trainees actively learned various skills through lectures by distinguished experts, including procedures of international conferences, documentation, and preparation of proposals, etc. as well as through practical performance at the international mock conference. The training course also included visit to the ICT and Disaster Risk Reduction Division (IDD) of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) and the United Nations Conference Center (UNCC).

The course met its objective of providing basic knowledge of international conference and helping development of negotiation skills, presentation skills and logical thinking on international issues, which are essential for effective participation and representation in international conferences.

SATRC Workshop on Spectrum

19 - 21 April 2016, Paro, Bhutan

SATRC Workshop on Spectrum will be held from 19 to 21 April 2016 in Paro, Bhutan. The workshop is organized by APT and hosted by the Bhutan InfoComm and Media Authority (BICMA).

The SATRC Workshop on Spectrum is a part of the implementation of SATRC Action Plan Phase V adopted at the 15th SATRC Meeting held in 2014 in Paro, Bhutan. The workshop will discuss issues in the areas of spectrum management such as requirement of spectrum for mobile broadband, spectrum refarming, non-ionizing radiation safety in the frequency bands used for mobile phones, spectrum sharing and other related topics.

The workshop will assist the SATRC members in their human resource development and provide an excellent opportunity to exchange views and experiences among the SATRC members’ regulators and operators on the issues mentioned.

The 7th APT Workshop on Disaster Management/Communications (WDMC-7)

27 - 29 April 2016, Bangkok, Thailand

The 7th APT Workshop on Disaster Management/Communications (WDMC-7) will be held from 27 to 29 April 2016 in Bangkok, Thailand. The workshop is organized by the APT, hosted by the Ministry of Information and Communication Technology, Thailand, and supported by the Extra Budgetary Contributions from Australia and Japan.

The objective of the workshop is to assist members in improving disaster preparedness, early warning systems, and rescue and recovery efforts with the use of ICT. The WDMC-7 will focus on topics including (1) Lessons Learned and Experiences in Disaster Management; (2) Legislative and Strategic Models for the Use of ICT in Disaster Management; (3) Trends in Disaster Management Technology and Services; (4) Data Collection and Early Warning Systems in Disaster Management; (5) International Collaboration in Disaster Management; and (6) Business Continuity Planning and Disaster Management/Communications.

Meeting of the SATRC Working Group on Spectrum

24 - 25 May 2016, New Delhi, India

Meeting of the SATRC Working Group on Spectrum from 24 to 25 May 2016 in New Delhi, India. The meeting is organized by Asia-Pacific Telecommunity and hosted by the Telecom Regulatory Authority of India (TRAI).

The meeting is a part of the activities of SATRC Action Plan Phase V which was adopted by the 15th Meeting of the SATRC in Paro, Bhutan in 2014. The objective of the meeting is to conduct the Working Group activities on the work items assigned by the Council. As the final meeting of the Working Group on Spectrum under SATRC Action Plan Phase V, the meeting is expected to finalize the draft outcomes of the Work Items assigned to the Working Group.

The meeting which will be attended by the experts from SATRC Members earlier nominated by you for this Working Group. For successful implementation of the Action Plan Phase V, the presence of the enlisted experts is important. Additional experts and representatives of the SATRC Members as well as from APT Affiliate Members in those countries are also welcome. 

Registration of all delegates must be done online at the http://www.apt.int/content/online-registration. 

SATRC Members that wish to submit contribution on the agenda items should prepare the contribution using the proper templates provided by the APT Secretariat and submit it in electronic form preferably by e-mail to aptsatrc@apt.int for proper documentation. The last date to submit your contributions is 17 May 2016.

The 2nd Meeting of Working Group of MC on APT Legal Instruments (WGMC-2)

7 - 9 June 2016, Bangkok, Thailand

The 2nd Meeting of Working Group of Management Committee on APT Legal Instruments (WGMC-2) will be held from 7 to 9 June 2016 at the APT Headquarters in Bangkok, Thailand.

WGMC-2 will review the provisions of the Constitution of the APT keeping in mind the approach of work of WGMC and report the result of review to the next session of the Management Committee of the APT.

The 3rd Meeting of the APT Preparatory Group for WTSA-16 (WTSA16-3)

14 - 16 June 2016, Nepal

The APT will organize the 3rd Meeting of the APT Preparatory Group for ITU World Telecommunication Standardization Assembly 2016 (WTSA16-3) from 14 to 17 June 2016 in Nepal. The meeting will be hosted by the Ministry of Information and Communications (MoIC), Nepal.

The objective of WTSA16-3 is to assist the APT Members to prepare for the World Telecommunication Standardization Assembly 2016 (WTSA-16) which will take place in Yasmine Hammamet, Tunisia, from 25 October to 3 November 2016. WTSA16-3 will discuss the issues to be identified for WTSA-16 and develop Preliminary APT Common Proposals (PACPs) for WTSA-16 based on the input contributions from the APT Members.

The 9th Policy and Regulation Forum for Pacific (PRFP-9)

28 - 30 June 2016, Port Moresby, Papua New Guinea

The 9th Policy and Regulation Forum for Pacific (PRFP-9) from 28 to 30 June 2016 in Port Moresby, Papua New Guinea. The forum will be hosted by the National Information and Communications Technology Authority (NICTA), Papua New Guinea, and supported by the Extra Budgetary Contributions from Australia and Japan.

The objective of PRFP-9 is to bring together the telecommunications and ICT policy makers and regulators from the Pacific region for a dialogue on issues faced by them. The forum will focus on topics including (1) policy and regulatory trends in the Pacific, (2) international connectivity for the Pacific, (3) issues in reducing mobile roaming charges in the Pacific, (4) policy and regulation of OTT, (5) cybersecurity and internet policy issues, (6) emergency communications and ICT for disaster risk reduction, (7) regional cooperation and shared infrastructure in the Pacific, and (8) a business dialogue on the competitiveness of the telecommunications market in the Pacific.

The 16th APT Policy and Regulatory Forum (PRF-16)

12 - 14 April 2016, Tokyo, Japan

The APT will organize the 16th APT Policy and Regulatory Forum (PRF-16) from 12 to 14 July 2016 in Tokyo, Japan. The forum will be hosted by the Ministry of Internal Affairs and Communications (MIC), Japan.

PRF-16 will address recent development in policy and regulatory issues and include thematic sessions on the following topics: (a) Policy and Regulatory impacts of Over the Top (OTT) services; (b) Issues and use cases of IoT and Smart Cities; (c) Digital Inclusion for all; and (d) Promotion of Mobile Services including reducing global mobile roaming charges. PRF-16 will also include special sessions for the Business Dialogue and Closed discussion among Policy makers and Regulators on new business environment including ICT policy and regulation. These special sessions will provide a platform for candid exchange of views among policy makers, regulators, and industries on key issues. The forum will also consider the issues to be included to new strategic plan of APT for 2018-2020.

The 1st Meeting of the APT Conference Preparatory Group for WRC-19

26 - 28 July 2016, Chengdu, People's Republic of China

The 1st Meeting of the APT Conference Preparatory Group for WRC-19 (APG19-1) will be held from 26 to 28 July 2016 in Chengdu, People's Republic of China. The meeting will be hosted by the Ministry of Industry and Information Technology of the People’s Republic of China.

The objective of APG19-1 is to initiate the preparatory process of the APT for the ITU World Radiocommunication Conference 2019 (WRC-19) and Radiocommunication Assembly 2019 (RA-19). APG19-1 is expected to conduct the following activities:

1.     elect chairman and vice-chairmen of the preparatory group;

2.     form the structure of the preparatory group;

3.     nominate other office bearers of the preparatory group based on the structure;

4.     develop working methods and work plan for the preparation of RA-19/WRC-19; and

5.     preliminary discussion on WRC-19 Agenda Items.
