Recent Events                    

28th APT Standardization Program Forum (ASTAP-28)

6 - 10 March 2017, Bangkok, Thailand

The 28th Meeting of APT Standardization Program Forum (ASTAP-28) was held from 6 to 10 March 2017 in Bangkok, Thailand. The meeting was attended by 142 participants representing Members, Associate Member, Affiliate Members, International Organizations and other organizations.

 

ASTAP-28 also included the 8th Industry Workshop on “IoT and Smart Cities” which was held on 6 March 2017. The Industry Workshop addressed topics including Innovation and Transformation, Deployment of IoT and Smart Cities, and Standardization.

 

ASTAP-28 re-elected Mr. Yoichi Maeda as Chairman and Ms. Li Haihua and Dr. Hyoung Jun Kim as Vice-Chairmen of ASTAP. As instructed by the 40th Session of the Management Committee held last year in Fiji, ASTAP-28 reviewed its Working Methods and revised the tenure of Chairman and Vice-Chairmen of ASTAP to “three year”. In addition, ASTAP-28 approved five new APT Reports, issued six liaison statements to ITU-T Study Groups, ITU-D Study Group and APT Wireless Group.

 

The next meeting of ASTAP (ASTAP-29) will be held from 22 to 25 August 2017 in Bangkok, Thailand.

Training Course on Preparing for International Conferences (2017)

Phase II: Face to Face Course, 27 - 30 March 2017, Bangkok, Thailand

 

The APT in collaboration with ITU Regional Office for Asia and the Pacific organized a Training Course on Preparing for International Conferences 2017. The objective of this training course is to provide necessary training opportunity for newly recruited or junior officials of international relation departments of APT members who will be taking the responsibility to participate and represent their respective countries or organizations in international conferences. The training course consists from two Phases.

 

Phase I (30 January-3 February 2017): This prerequisite on-line course was organized on the ITU Academy platform and was participated by 89 trainees. The course provided the necessary background information and allowed the trainees to network among themselves and have on-line discussion on a given topic. This phase prepared the trainees for the face-to-face international mock conference in Phase II.

 

Phase II (27 - 30 March 2017): The face-to-face course was held at the APT Headquarters in Bangkok, Thailand and was facilitated in cooperation with professional experts, namely Dr. Bob Horton, NICTA, Australia; Ms. Beatrice Pluchon, ITU; Ms. Caroline Greenway, Expert, Australia; Mr. Seiichi Tsugawa, KDDI, Japan; and Mr. Amir Mohhammad, Expert, Maldives.  

 

The training course included presentations from the experts and a mock conference based on issues of World Telecommunication Development Conference (WTDC). A Chairmanship programme was also conducted on the last day of the training as a special programme for 2017.

 

In addition, the training course included speech by Special Guests, i.e. H.E. Saida Muna Tasneem, Ambassador and Permanent Representative of the People's Republic of Bangladesh to Bangkok and Cambodia and to the UNESCAP, and Dr. Hiroyuki Konuma, Senior Advisor to the President of Asia Institute of technology (AIT) and Former Assistant Director-General and Regional Representative of UN Food and Agriculture Organization (FAO).

Secretariat Activity

Courtesy visit to Minister of Digital Economy and Society, Thailand
30 March 2017, Bangkok, Thailand

On 30 March 2017, Ms. Areewan Haorangsi, APT Secretary General and Mr. Masanori Kondo, APT Deputy Secretary General and Dr. Jongbong Park, Director Project Development, paid a courtesy visit to H.E.Dr. Pichet Durongkaveroj, Minister of Digital Economy and Society (MDES), Thailand.   

The Secretary General of the APT extended grateful appreciation to Thailand for its continuous support as the host country and founding member of the APT. The discussion also focused on the APT’s activities and future collaboration with MDES to further enhance the APT’s role and contributions to ICT development in the region.

 

 

Upcoming Events

Meeting of the SATRC Working Group on Policy, Regulation and Services

18 - 19 April 2017, Dhaka, Bangladesh

The APT will organize the Meeting of the SATRC Working Group on Policy, Regulation and Services (WG PRS) from 18 to 19 April 2017 in Dhaka, Bangladesh. The meeting will be hosted by the Bangladesh Telecommunication Regulatory Commission (BTRC).

 

The objective of the meeting is to conduct the Working Group activities on the Work Items assigned by the Council. This meeting will be the first meeting of the Working Group under SATRC Action Plan Phase VI and is expected to discuss the Work Items assigned to the Working Group.

 

The Work Items of WG PRS during the implementation of SATRC Action Plan Phase VI are as follows:

a.     Policy and regulatory aspects of infrastructure sharing

b.    ICT regulatory framework for M2M communications and IoT for the SATRC countries

c.     Enhanced consumer protection in digital economy (taking into account the issues of Cybersecurity, Big Data and Data sovereignty)

d.    Regulatory approaches to enhance broadband experiences

e.     Regulatory framework for Mobile Virtual Network Operators (MVNO)

10th Policy and Regulation Forum for Pacific (PRFP-10)

25 - 27 April 2017, Nadi, Fiji

The APT will organize the 10th Policy and Regulation Forum for Pacific (PRFP-10) from 25 to 27 April 2017 in Nadi, Fiji. The forum will be hosted by the Ministry of Communications, Republic of Fiji, and supported by the Extra Budgetary Contributions from Australia and Japan.

 

The objective of PRFP-10 is to bring together the telecommunications and ICT policy makers and regulators from the Pacific region for a dialogue on issues faced by them. The forum will focus on topics including:

 

1)     Policy and Regulation International Trends and Update of the Pacific, 

2)     Policy and regulation of Over-The-Top (OTT), 

3)     Update on Licensing Mechanism, 

4)     Satellite and Submarine Connectivity, 

5)     Universal Access for the Pacific Countries: Challenges and Opportunities, 

6)     Perspective of Spectrum Management in the Pacific and Challenges to Tackle, 

7)     International Mobile Roaming, Resource Protection: Cyber Threat and Security, and 

8)     Issue of Climate Change and Importance of Telecommunication and ICT for Disaster Risk Reduction.

The forum will be preceded by 1-day workshop on Satellite connectivity topic, which is jointly organized by an Affiliate Member of the APT on 24 April, 2017.

Meeting of the SATRC Working Group on Spectrum

16 - 17 May 2017, New Delhi, India

The APT will organize the Meeting of the SATRC Working Group on Spectrum (WG SPEC) from 16 to 17 May 2017 in New Delhi, India. The meeting will be hosted by the Telecom Regulatory Authority of India (TRAI).

 

The objective of the meeting is to conduct the Working Group activities on the Work Items assigned by the Council. This meeting will be the first meeting of the Working Group under SATRC Action Plan Phase VI and is expected to discuss the Work Items assigned to the Working Group.

 

The Work Items of WG SPEC during the implementation of SATRC Action Plan Phase VI are as follows:

1.     Proliferation of Wi-Fi network in SATRC

2.     Wireless backhaul – Spectrum, technology and policy consideration

3.     Developing spectrum roadmap in SATRC countries for future mobile broadband

4.     Spectrum management for the deployment of Internet of Things (IoT)

3rd Meeting of the APT Preparatory Group for WTDC-17
(APT WTDC17-3)

5 - 7 June 2017, Bangkok, Thailand

The APT will organize the 3rd Meeting of the APT Preparatory Group for WTDC-17 (APT WTDC17-3) from 5 to 7 June 2017 in Bangkok, Thailand. The event will be hosted by the Ministry of Digital Economy and Society (MDES), Thailand.

 

APT WTDC17-3 will continue the discussion on the issues of interest to the region for World Telecommunication Development Conference 2017 (WTDC-17) and develop candidates for Preliminary APT Common Proposals for WTDC-17. APT WTDC17-3 is expected to conduct the following activities:


• To consider the input contributions from APT Member Administrations;
• To review outcomes of Regional Development Forum (RDF) – Asia and the Pacific;
• To review outcomes of Regional Preparatory Meeting (RPM) – Asia and the Pacific;
• To review outcomes of 22nd Telecommunication Development Advisory Group (TDAG) Meeting;
• To review outcomes of 2017 Session of the Council;
• To review outcomes of the views of other regional organizations;
• To develop candidates for Preliminary APT Common Proposals for WTDC17.

1st Meeting of the APT Preparatory Group for PP-18
(APT PP18-1)

8 June 2017, Bangkok, Thailand

The APT will organize the 1st Meeting of the APT Preparatory Group for PP-18 (APT PP18-1) on 8 June 2017, back-to-back with the APT Preparatory Group for WTDC-17 (APT WTDC17-3) held from 5 to 7 June 2017 at the same venue. The event will be hosted by the Ministry of Digital Economy and Society (MDES), Thailand.

 

The objective of the APT PP18-1 is to initiate the preparatory process of the APT for the ITU Plenipotentiary Conference 2018 (PP-18). APT PP18-1 is expected to conduct the following activities:

 

·         To elect Chairman and Vice-Chairmen of the preparatory group;

·         To form the structure of the preparatory group;

·         To nominate other office bearers of the preparatory group based on the structure;

·         To develop working methods and work plan for the preparation of PP-18; and

·         To have discussion on the status of any important follow-up issues from the last Plenipotentiary Conference.
