Recent Events                    

17th Meeting of the South Asian Telecommunication Regulators’ Council (SATRC-17)

4 - 6 October 2016, Dhaka, Bangladesh

The APT organized the 17th Meeting of the South Asian Telecommunication Regulators’ Council (SATRC-17) was held from 4 to 6 October 2016 in Dhaka, Bangladesh. The meeting was hosted by Bangladesh Telecommunication Regulatory Commission (BTRC). The objective of SATRC-17 was to foster cooperation among the telecommunication regulators of the South Asian countries. The meeting was attended by 89 delegates representing SATRC Members, Affiliate Members, telecom industry representatives of the host country and the APT Secretariat.

 

H. E. Mr. Anisul Haq, M.P., Minister for Law, Justice and Parliamentary Affairs, People’s Republic of Bangladesh attended the opening ceremony as Chief Guest and inaugurated the meeting. H. E. Mr. Mohammed Shahriar Alam, M.P., State Minister for Foreign Affairs, People’s Republic of Bangladesh also attended the opening ceremony as Special Guest.

 

SATRC-17 elected Dr. Shahjahan Mahmood, Chairman of BTRC as Chairman of SATRC replacing Mr. R S Sharma, Chairman of the Telecom Regulatory Authority of India. Dr. Mohammad N Azizi, Chairman of Afghanistan Telecommunication Regulatory Authority was elected as Vice-Chairman of SATRC.

 

The meeting considered the implementation report and outcomes of SATRC Action Plan Phase V (SAP-V) which was implemented in the year 2015-2016 and approved eight SATRC Reports as outcomes of SAP-V. SATRC-17 also adopted SATRC Action Plan Phase VI (SAP-VI) for the period of 2017-2018 with implementation budget of USD 163,270. During SAP-VI, the working groups of SATRC will work on various topics such as infrastructure sharing, regulatory framework for M2m/IoT, enhanced consumer protection in digital economy, regulatory approaches to enhance broadband experience, regulatory framework for MVNO, proliferation of Wi-Fi networks, policy consideration for wireless backhaul, developing spectrum roadmap for mobile broadband and spectrum management for the deployment of IoT.

 

During SATRC-17, regulators’ roundtable was organized in order to facilitate discussion among the SATRC member regulators on the theme ‘Evolution of regulatory framework in South Asia and Asia-Pacific – The regulatory tools required’. To enhance cooperation between regulator and industry, the meeting also featured a regulator-industry dialog on theme ‘Enabling broadband access for all’. In addition, a special session was organized for industry on the theme ‘Regulatory framework for convergence era’ which enabled the industry to express their concerns, views and expectation for future direction of regulation for convergence. The regulators also shared their experiences, achievements and challenges on various issues related to spectrum management and digital inclusion.

 

SATRC-17 decided the hosts of various SATRC events for the implementation of SAP-VI. The 18th SATRC will be hosted by the Afghanistan Telecommunication Regulatory Authority.

7th APT Cybersecurity Forum (CSF-7)

11 - 13 October 2016, Phnom Penh, Cambodia

The 7th APT Cybersecurity Forum (CSF-7) was held from 11 to 13 October 2016 in Phnom Penh, Cambodia. The forum was hosted by the Ministry of Posts and Telecommunications of Cambodia (MPTC). The CSF-7 was attended by 67 participants representing Members, Associate Member, Affiliate Members, International/Regional Organizations, other organizations and the APT Secretariat.

                                                                                                                                                               

The meeting was inaugurated by H.E. Tram Iv Tek, Minister of Posts and Telecommunications of Cambodia.

 

This year, the forum had a special roundtable on emerging threats and opportunities in the era of IoT and Big Data, which provided insights into future perspective towards era of IoT and Big Data, negative aspects of the trend, and possible actions to take. The roundtable was attended by high-level government officials from Cambodia, Japan, and Republic of Korea as well as an industry representative from Samsung.

 

During the three-day meeting, the topics discussed included: IoT, Big Data, and Clouding Service Trends and Security Issues; Incident and Foreseeable Trends in Cybersecurity; Policy and Regulation on Cybersecurity; Legislation on Privacy and IoT/Big Data; Best Practices in Cybersecurity; and International Cooperation and Collaboration for Improving Cybersecurity etc.  Another feature of CSF-7 was that the simulation exercise sessions were introduced to deal with real life situation of cybersecurity incidents. The exercise created awareness for having a national cyber-emergency plan.

 

The forum concluded successfully with active participations and contributions from all delegates. The date and time of CSF-8 will be decided during the 40th Session of APT Management Committee to be held in Fiji this November.

Upcoming Events

4th Conformance and Interoperability (C&I) Event

13 - 15 November 2016, Bangkok, Thailand

The APT and the International Telecommunication Union (ITU) will jointly organizing the APT/ITU Conformance and Interoperability (C&I) Event 2016 from 13 to 15 November 2016 in Bangkok, Thailand. This C&I Event will include Testing and Showcasing and will be held during the ITU Telecom World 2016 to be held from 14 to 17 November 2016 at the same venue.

 

The objective of the C&I Event is to foster understanding and promote activities on C&I in the APT region. The event will also directly contribute to capacity building and finding a solution for interoperability issues of the APT member countries.

3rd Meeting of Working Group of MC on APT Legal Instruments (WGMC-3)

28 November 2016, Nadi, Fiji

The 3rd Meeting of Working Group of MC on APT Legal Instruments (WGMC-3) will be held on 28 November 2016 in Nadi, Fiji in conjunction with the Seminar on Progress in the APT for the year 2016 (SPA-16) to be held on the same day and the 40th Session of the Management Committee of the APT (MC-40) to be held from 29 November to 2 December 2016 at the same venue. All events will be hosted by the Ministry of Communications of Fiji.

 

WGMC-3 will discuss the progress, decisions made and the report on the proposed amendments to the APT instruments and report the result of review of the Constitution of the APT to MC-40.

Seminar on Progress in the APT for the year 2016 (SPA-16)

28 November 2016, Nadi, Fiji

The Seminar on Progress in the APT for the year 2016 (SPA-16) will be held on 28 November 2016 in Nadi, Fiji in conjunction with the 3rd Meeting of Working Group of MC on APT Legal Instruments (WGMC-3) to be held on the same day and the 40th Session of the Management Committee of the APT (MC-40) to be held from 29 November to 2 December 2016 at the same venue. All events will be hosted by the Ministry of Communications of Fiji.

 

SPA-16 will discuss the progress made in the implementation of the APT Work Programme in 2016 and any other issues including new proposals from APT members.

40th Session of the Management Committee of the Asia-Pacific Telecommunity

29 November -  2 December 2016, Nadi, Fiji

The 40th Session of the Management Committee of the APT (MC-40) will be held from 29 November to 2 December 2016 in Nadi, Fiji. MC-40 will be hosted by the Ministry of Communications of Fiji.

 

MC-40 will review the APT activities in 2016 which have been implemented under the Strategic Plan for 2015-2017 and will also consider and approve the Work Programme and Annual Budget for 2017.
